Planning Commission Meeting <br />Minutes – Wednesday, May 05, 2010 <br />Page 9 <br />Chair Doherty closed the Public Hearing at 8:49 p.m., with no one appearing for <br />405 <br />or against. <br />406 <br />MOTION <br />407 <br />Member Gottfried moved, seconded by Member Cook to RECOMMEND <br />408 <br />APPROVAL of a ZONING TEXT AMENDMENT amending City Ordinance, <br />409 <br />Section 1010.03, Section B10 (Political Signs) that political signs be <br />410 <br />permitted for posting forty-six (46) days before the primary election, as <br />411 <br />detailed in the Request for Planning Commission Action dated May 5, 2010. <br />412 <br />Ayes: 6 <br />413 <br />Nays: 0 <br />414 <br />Motion carried. <br />415 <br />Mr. Paschke advised that this case was scheduled to go before the City Council <br />416 <br />on May 10, 2010. <br />417 <br />6. Other Business <br />418 <br />Zoning Code Rewrite Update and Discussion <br />419 <br />City Planner to discuss upcoming public hearing schedule; review final <br />420 <br />Commercial/Mixed Use Draft; and introduce Employment Districts draft <br />421 <br />City Planner Thomas Paschke provided a brief update of upcoming hearings and projects <br />422 <br />coming before the Planning Commission, noting that the June 2, 2010 docket was fairly <br />423 <br />extensive, in addition to mailed and published notice for all property owners regarding the <br />424 <br />proposed rezoning for all single-family residential lots as part of the zoning code rewrite <br />425 <br />and eventual rezoning of all property within the City of Roseville to change the zoning <br />426 <br />map and bring it consistent with the 2030 Comprehensive Plan. <br />427 <br />Mr. Paschke further noted that, at that same meeting, two (2) public hearings were <br />428 <br />scheduled to receive public comment on the: <br />429 <br />1) Proposed Residential District draft; and <br />430 <br />2) Proposed Commercial/Mixed Use draft. <br />431 <br />Mr. Paschke advised that, at that same meeting, staff and the consultant would introduce <br />432 <br />Employment Districts – industrial zoning as well as office/business park zoning district – <br />433 <br />for preliminary comments/concerns of the Commission; and noted that the Commission <br />434 <br />should expect thereafter the receipt of other draft chapters of the code at regular <br />435 <br />intervals. <br />436 <br />Mr. Paschke reviewed Section 1004.02A and recent language revisions and included <br />437 <br />those previous comments of the Commission as determined applicable. <br />438 <br />Mr. Paschke encouraged submission by individual Commissioners of their comments for <br />439 <br />all districts, preferably as soon as possible, for consideration in crafting language for the <br />440 <br />upcoming chapters. <br />441 <br />Chair Doherty noted the Comprehensive Plan guidance to bring retail buildings closer to <br />442 <br />the curb; noting the disconnect in Roseville not being a large community of sidewalks; <br />443 <br />and questioned whether this goal forces people to walk in the street and seemed <br />444 <br />inconsistent. <br />445 <br />Mr. Paschke opined that this challenge was no different in the existing or proposed <br />446 <br />revised code, that the option to require sidewalks and/or pathways was available but <br />447 <br />needed review on an individual, site-by-site basis to achieve the more pedestrian-friendly <br />448 <br />environment, while not creating safety issues. Mr. Paschke noted that these goals would <br />449 <br />not be achieved overnight, but as with the existing code, would be a work in progress and <br />450 <br />be achieved through flexibility with new development and/or redevelopment efforts. <br />451 <br />Members and staff briefly discussed the upcoming joint meeting between the <br />452 <br />Commission and City Council scheduled for Monday, May 10, 2010. <br />453 <br /> <br />
