Planning Commission Meeting <br />Minutes – Wednesday, June 02, 2010 <br />Page 10 <br />sewer capacities) many of which were initially funded for and/or developed by the <br />457 <br />Metropolitan Council. <br />458 <br />Lisa Belak <br />459 <br />Ms. Belak questioned if the Comprehensive Plan was submitted to the <br />460 <br />Metropolitan Council with minimal changes for the community, recognizing that <br />461 <br />the City of Roseville already exceeded many municipalities. <br />462 <br />Commissioner Boerigter reiterated previous notes that the Comprehensive Plan <br />463 <br />Update was a 2-3 year process, with numerable public meetings held to discuss <br />464 <br />various components, and those areas being designated for high density <br />465 <br />residential, in addition to the countless and thoughtful discussions prior to <br />466 <br />submission of the Comprehensive Plan to the Metropolitan Council. <br />467 <br />Ms. Belak reiterated her question as to whether a Comprehensive Plan had been <br />468 <br />presented consisting of minimal changes; with Chair Doherty responding in the <br />469 <br />negative. <br />470 <br />Commissioner Boerigter noted that the citizens of Roseville had spoken through <br />471 <br />the Imagine Roseville 2025 community visioning process, as well as at other <br />472 <br />public information meetings, providing a clear synopsis of their preferred vision <br />473 <br />for the 2030 Roseville community. <br />474 <br />Ms. Belak opined that that opinion did not seem to reflect the opinion of those in <br />475 <br />attendance at tonight’s meeting. <br />476 <br />Chair Doherty noted that the Comprehensive Plan did not reflect the Metropolitan <br />477 <br />Council’s guidance mandating for 8,000 new housing units in Roseville. <br />478 <br />Chair Doherty closed the Public Hearing at 8:56 p.m. <br />479 <br />Recess <br />480 <br />Chair Doherty recessed the meeting at 8:56 p.m. and reconvened at 9:09 p.m. <br />481 <br />Commission and Staff Discussion <br />482 <br />Chair Doherty suggested breaking the discussion into components to address <br />483 <br />specific issues brought forward during public comment. Chair Doherty <br />484 <br />respectively requested that the audience respect this time of discussion among <br />485 <br />Commissioners and staff and avoid attempts to interject. <br />486 <br />Har Mar Mall (southern property at Har Mar Mall and whether original <br />487 <br />zoning designation was R-1 with special use parking versus zoning <br />488 <br />designation as R-1) <br />489 <br />Chair Doherty requested that individual commissioners provide their interest in <br />490 <br />whether to entertain a motion to consider recommending to the City Council a <br />491 <br />Comprehensive Plan Amendment on zoning designation for this property. <br />492 <br />Mr. Paschke reviewed the process for Comprehensive Plan Amendment through <br />493 <br />this body, as well as the City Council for submission of such an amendment and <br />494 <br />reconsideration by the Metropolitan Council; and clarified the actual parcels on <br />495 <br />the south being discussed. <br />496 <br />Commissioner Boerigter sought to clarify the intent of the discussion, with both <br />497 <br />previous and current Comprehensive Plan designation as part of the larger Har <br />498 <br />Mar Mall design and common ownership, with use of those parcels for parking <br />499 <br />and buffering. Commissioner Boerigter noted that, if the intent was to avoid <br />500 <br />development of those parcels or to provide any access off the Mall in that area, <br />501 <br />that was one issue. However, he noted that, if the intent was that future <br />502 <br />redevelopment of the entire site or multi-family housing not be considered over <br />503 <br />another use that was an entirely different issue. Commissioner Boerigter noted <br />504 <br />that, just by rezoning the property, it didn’t mean an apartment could not be <br />505 <br />considered as a future use, or that additional access would be granted off that <br />506 <br />street. <br />507 <br /> <br />
