Planning Commission Meeting <br />Minutes – Wednesday, June 02, 2010 <br />Page 12 <br />designating the property R-1 in perpetuity based on neighbors attempting to <br />562 <br />restrict potential redevelopment of the site; however, he did express concern that <br />563 <br />Har Mar not be allowed additional access from their site. <br />564 <br />Commissioner Gottfried noted that the Comprehensive Plan was updated every <br />565 <br />ten (10) years, and while 2020 may seem like a long time away, the process <br />566 <br />would start again in eight (8) years, with the intent of the Plan to guide long-term <br />567 <br />development and/or redevelopment with periodic review. Commissioner Gottfried <br />568 <br />suggested that, as the zoning code details were developed, specific as to access <br />569 <br />could be addressed. <br />570 <br />Discussion among Commissioners and staff involved oversight by the <br />571 <br />Commission on granting additional access from Har Mar Mall onto Ryan Street <br />572 <br />and applicable City restrictions, if any, on such consideration. <br />573 <br />Commissioner Best suggested language in the Community Business zoning <br />574 <br />designation that traffic could not be funneled into residential streets, only to major <br />575 <br />arterial streets. <br />576 <br />Commissioner Gottfried concurred, opining that language could be drafted for <br />577 <br />transportation and related issues more appropriately in the zoning code <br />578 <br />designations to create equity across the board, rather than specifically treating <br />579 <br />Har Mar Mall any differently than any other business with a Community Business <br />580 <br />designation. <br />581 <br />Chair Doherty refocused the discussion to future development of the site, since it <br />582 <br />was apparent from Commissioner discussions that none of them supported <br />583 <br />access from the Har Mar site into the residential area. <br />584 <br />Commissioner Gottfried opined that developers might not be interested in limited <br />585 <br />access. <br />586 <br />Commissioner Boerigter noted that future redevelopment could include <br />587 <br />bulldozing everything currently on the site, including a mixed use, with winding <br />588 <br />internal roads throughout the site; and reminded commissioners to look beyond <br />589 <br />the current use as they considered future potential of the site, as guided by the <br />590 <br />intent of the 2030 Comprehensive Plan. Commissioner Boerigter suggested that, <br />591 <br />if the goal was to guide the land use to something other than a mall, it should be <br />592 <br />designated Regional Business, should the current use go away, or be replaced <br />593 <br />by something more economically-feasible. <br />594 <br />Commissioner Gottfried noted the need for the Comprehensive Plan to be <br />595 <br />cognizant of the City’s past, what it looked like today, and what it would look like <br />596 <br />over the next twenty year cycle. Commissioner Gottfried concurred with <br />597 <br />Commissioner Boerigter’s comment that any current use may not be in place in <br />598 <br />the future, including single-family uses. <br />599 <br />Chair Doherty spoke in support of moving the southern parcels toward <br />600 <br />Community Business, with the caveat that he would do everything within his <br />601 <br />power to limit access into the residential area. Chair Doherty noted that the <br />602 <br />property owner had a right, within the rules and regulations of the City, to develop <br />603 <br />their property as they saw fit, for its highest and best use, with many possibilities <br />604 <br />for redevelopment, including mixed use, and with the potential to look much <br />605 <br />different than the current use. <br />606 <br />Commissioner Cook spoke in support of leaving the existing Single-Family <br />607 <br />Residential zoning to ensure no future intrusion into the residential area. <br />608 <br />Commissioner Cook opined that such designation would not impact future <br />609 <br />development plans; however, noted that it could be included in the anomaly <br />610 <br />property list to go through the public hearing process. <br />611 <br /> <br />
