Planning Commission Meeting <br />Minutes – Wednesday, June 02, 2010 <br />Page 2 <br />Mr. Paschke reviewed the proposed zoning districts, with efforts made to simplify <br />44 <br />and consolidate the current number of districts, with each district designation <br />45 <br />renamed to avoid confusion. Mr. Paschke further reviewed the numerous public <br />46 <br />informational meetings held to-date for public comment. Mr. Paschke advised <br />47 <br />that staff had compiled approximately sixty-seven (67) anomaly properties that <br />48 <br />will require further consideration of Comprehensive Plan land Use amendments <br />49 <br />before rezoning, and that those properties would be addressed at a later date. <br />50 <br />Staff recommended approval of the City’s rezoning as presented in the DRAFT <br />51 <br />OFFICIAL ROSEVILLE ZONING MAP for consistency with the recently-updated <br />52 <br />and adopted 2030 Comprehensive Plan. <br />53 <br />Mr. Paschke indicated to the Commission the Planning Staff calls and e-mails, <br />54 <br />mostly related to clarifying single-family residential district designation changes to <br />55 <br />low-density residential (LDR-1) designation. <br />56 <br />Bench handouts were provided that had been received since distribution of the <br />57 <br />agenda packet, most specific to the Har Mar Mall area, and/or reconstruction of <br />58 <br />the Rice Street/Highway 36 area (Calibre Ridge). <br />59 <br />Discussion among staff and Commissioners included clarifying the specific <br />60 <br />zoning designation proposed for Har Mar Mall and adjacent southern property; <br />61 <br />examples of several current zoning map designations that were inconclusive; <br />62 <br />clarification by staff of misinformation alleging the City’s intent, as alleged in a <br />63 <br />recent neighborhood flyer, to open up Ryan, Shryer, Skillman, Belmont or Burke <br />64 <br />for additional access to Har Mar, with assurances that any such proposal would <br />65 <br />be currently prohibited as well as any future access proposals at that residential <br />66 <br />location; and additional clarification by staff that there was no intent to remove <br />67 <br />the existing fence separating Har Mar Mall from the southern residential <br />68 <br />properties, without a Public Hearing for consideration of amendment to Har Mar’s <br />69 <br />existing site plan. <br />70 <br />Additional discussion included the consideration of the numerous “anomaly” <br />71 <br />properties as possible Comprehensive Plan Amendments, requiring a public <br />72 <br />hearing process, once their designations had been defined and <br />73 <br />recommendations were forthcoming for consideration; with final zoning map <br />74 <br />adoption occurring later in the process. <br />75 <br />Public Comment <br />76 <br />A Bench Handout consisting of five (5) e-mails was included as part of the <br />77 <br />record, attached hereto and made a part thereof. Written comment included e- <br />78 <br />mails from Heidi and Neil Nelson, 1442 Ryan Avenue W; Steve and Mary <br />79 <br />Halverson, 1447 Ryan Avenue W; Cindy Schwie, 1383 Ryan Avenue W; Loren <br />80 <br />Hockemeyer, 161 Elmer Street; and John Duffy, Calibre Ridge Development <br />81 <br />(intersection of Rice Street and Highway 36). <br />82 <br />Ilona Rouda, 946 Lydia Drive <br />83 <br />Ms. Rouda addressed the City’s value of single-family neighborhoods; and <br />84 <br />expressed concern about the ever-growing number of cars parking on streets in <br />85 <br />those neighborhoods, and asked if there was any resolution available. <br />86 <br />Chair Doherty respectfully recognized that Ms. Rouda’s concerns were not <br />87 <br />unique in Roseville; however, reminded the audience that those concerns were <br />88 <br />not part of this evening’s hearing, and could be addressed to staff. <br />89 <br />Jane Apman, 2989 Victoria Street N <br />90 <br />Ms. Apman requested that staff clarify the proposed land use designations rather <br />91 <br />than using the acronyms, which Mr. Paschke clarified, specifically overlay <br />92 <br />districts created for those lots platted prior to May of 1959, and recent proposed <br />93 <br />revisions to make smaller lots legally conforming as opposed to their current <br />94 <br />status as legal nonconforming. <br />95 <br /> <br />
