Planning Commission Meeting <br />Minutes – Wednesday, June 02, 2010 <br />Page 8 <br />well as seeking clarification of a small strip of land on the eastern portion of his <br />350 <br />lot used for right-of-way (Elmer, Woodbridge, and Skillman). <br />351 <br />Mr. Paschke advised that Mr. Larson’s main property was designated LDR-2; <br />352 <br />however, he advised that staff would need to further research the strip of <br />353 <br />land being referenced by Mr. Larson. <br />354 <br />Patrick Oden, 1971 Arona Street, Ryan and Arona – south end of Har Mar <br />355 <br />Mr. Oden questioned the rationale for changing current zoning designations, if <br />356 <br />not being driven by Har Mar Mall and if residents were not seeking any current or <br />357 <br />future changes. Mr. Oden assured the Commission that, as an attorney, he <br />358 <br />would sue to prevent any zoning change, and opined that he would be supported <br />359 <br />by the neighborhood, many of whom were in attendance at tonight’s meeting. Mr. <br />360 <br />Oden further opined that the only practical effect in the proposed zoning change <br />361 <br />would be to cost the City money. <br />362 <br />Mr. Paschke once again reviewed the Comprehensive Plan guidance and Zoning <br />363 <br />Code Update processes in accordance with State Statute; and provided staff’s <br />364 <br />research to-date on the zoning of the Har Mar properties, and its three (3) <br />365 <br />different zoning designations, as guided by the Comprehensive Plan as <br />366 <br />Shopping Center since 1979, now proposed for designation as Community <br />367 <br />Business in the Comprehensive Plan as adopted by the City Council in the fall of <br />368 <br />2009. <br />369 <br />Denise Wells, 1964 Arona Street <br />370 <br />Ms. Wells expressed her dissatisfaction in any changes to the southern portion of <br />371 <br />the Har Mar Mall for LD with a parking overlay. Ms. Wells endorsed the legal <br />372 <br />action proposed by Mr. Oden on behalf of the neighborhood. <br />373 <br />Karen Schaffer, 2100 Fairview Avenue N <br />374 <br />Ms. Schaffer, speaking as a resident and member of the Comprehensive Plan <br />375 <br />Steering Committee, as well as identifying herself as part of the minority of that <br />376 <br />Steering Committee attempting to include square footage requirements in <br />377 <br />business districts to keep outsize development from the Har Mar neighborhood in <br />378 <br />particular, noted the robust debate held at the Steering Committee level on these <br />379 <br />business designations. While Ms. Schaffer recognized and remained unopposed <br />380 <br />to the need for metropolitan communities to increase their density, as mandated <br />381 <br />by the Metropolitan Council, she noted that tonight’s public comment resulted <br />382 <br />from the final definitions for Regional, Community and Neighborhood Business <br />383 <br />zoning designations. Ms. Schaffer noted that the Steering Committee discussions <br />384 <br />centered on maintaining the quality of Roseville’s retail base as a leading retail <br />385 <br />destination, with expansion of some of those areas recommended for Regional <br />386 <br />shopping centers. However, Ms. Schaffer note the major debate at the Steering <br />387 <br />Committee level that such retail businesses be held at a scale commensurate <br />388 <br />with adjacent neighborhoods, with a prime example being Har Mar Mall. Ms. <br />389 <br />Schaffer opined that it was imperative that the regulations be defined for <br />390 <br />Community Business Districts, declaring how big their foot print could be and <br />391 <br />how they would retain a scale that would respect the integrity of those adjacent <br />392 <br />residential neighborhoods; and encouraged Commissioners to consider the <br />393 <br />concerns being expressed, and as a regulatory body, not permit Regional <br />394 <br />Business Districts to overwhelm those residential properties. <br />395 <br />Lisa Belak, 1390 Skillman Avenue W <br />396 <br />Ms. Belak questioned the obligation of the City to comply with the Metropolitan <br />397 <br />Council. Ms. Belak noted that quick decisions were made on some properties in <br />398 <br />the community; however, noted the overwhelming feeling of the audience about <br />399 <br />this specific property adjacent to Har Mar Mall and lack of commitment of the <br />400 <br />Commission to reconsider that property. Ms. Belak questioned how the public <br />401 <br />would be aware of discussions of the Commission following the Public Hearing <br />402 <br />and their ultimate recommendation. <br />403 <br /> <br />
