<br /> <br />Planning Commission Board Special Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, August 25, 2010 <br />1. Call to Order <br />1 <br />Chair Doherty called to order the Planning Commission meeting at approximately 5:30 <br />2 <br />p.m. Due to a lack of quorum, Chair Doherty advised the significant number of citizens <br />3 <br />present for the Public Hearings, that the Commission would be unable to open the Public <br />4 <br />Hearings as noticed by mail and publication; apologized for this inconvenience; and <br />5 <br />advised that the items would be republished and re-noticed for Wednesday, October 6, <br />6 <br />2010. <br />7 <br />Members Present: <br /> Chair Jim Doherty; and Commissioners Joe Wozniak; and John <br />8 <br />Gisselquist <br />9 <br />Members Absent: <br /> Glenn Cook; Thomas Gottfried <br />10 <br />Members Excused: <br /> Daniel Boerigter; Andre Best <br />11 <br />Staff Present: <br /> City Planner Thomas Paschke and Associate Planner Bryan <br />12 <br />Lloyd <br />13 <br />Chair Doherty briefly entertained general information questions from the audience. <br />14 <br />Written Comments <br />15 <br />Several audience members sought clarification on the process to provide written comment, for the <br />16 <br />record, on agenda items. Mr. Paschke and Mr. Lloyd made their business cards and contact <br />17 <br />information available for e-mail, phone or other written communication, noting that if received in <br />18 <br />sufficient time before the October regular meeting agenda packet was distributed, staff would <br />19 <br />include their comments with the staff report. <br />20 <br />Address Correction <br />21 <br />A member of the public advised that the address listed for the property on Old Highway 8 was <br />22 <br />incorrect and should be corrected before further notice, and should be listed as County Road C-2 <br />23 <br />and Old Highway 8 rather than Long Lake Road and Old Highway 8. Staff thanked the speaker for <br />24 <br />this correction, and noted it for correction on future published and mailed notices. <br />25 <br />Clarification of Land Use Designation for 3253 and 3261 Old Highway 8 <br />26 <br />A member of the audience requested clarification on what the City was actually recommending <br />27 <br />regarding the land use designation for the property at 3253 and 3261 Old Highway 8, as it was <br />28 <br />unclear between meeting discussion and mailed notice. <br />29 <br />Mr. Paschke reviewed the process in this case coming before the Planning Commission, with the <br />30 <br />City Council having directed staff to hold a Public Hearing on changing the land use designation <br />31 <br />from HDR to LDR. However, Mr. Paschke advised that staff is not recommending the change, but <br />32 <br />is seeking public testimony as to the designation. Mr. Paschke advised that in staff’s report and in <br />33 <br />their role to provide guidance to the Planning Commission, staff was recommending that the <br />34 <br />Comprehensive Plan – Land Use Map designation remain HDR on both parcels. Mr. Paschke <br />35 <br />advised that this was staff’s recommendation, but that the recommendation of the Planning <br />36 <br />Commission had yet to be determined, following public testimony. <br />37 <br />At the request of a citizen regarding potential sale of the subject property before October 6, 2010, <br />38 <br />Mr. Paschke advised that a sale would probably be conditioned upon the City making a change in <br />39 <br />land use designation. Mr. Paschke advised that there were not current development or other <br />40 <br />permit applications in-house at this time related to either of these parcels. <br />41 <br />2.
