PROJECT FILE 0004 and 0017 <br />111 <br />Request by the Roseville City Council for consideration of changing the <br />112 <br />2030 Comprehensive Land Use Plan designation of the unaddressed parcel <br />113 <br />west of 556 County Road C from High Density Residential to Low Density <br />114 <br />Residential and the subsequent rezoning of the same to Low Density <br />115 <br />Residential 1 <br />116 <br />Chair Doherty opened the Public Hearing for Project File 0004 and 0017 at 6:37 <br />117 <br />p.m. <br />118 <br />City Planner Thomas Paschke reviewed staff’s analysis of the recent discussions <br />119 <br />of approximately ninety (90) various anomaly properties identified after the <br />120 <br />Comprehensive Plan Update process; as well as concerns of the current property <br />121 <br />owner and his opposition to the proposed Land Use Designation on his and the <br />122 <br />adjacent (west corner) property, given his immediate plans to construct a single- <br />123 <br />family home on this parcel, and topography issues on this parcel and the adjacent <br />124 <br />parcel. <br />125 <br />Mr. Paschke reviewed previous Planning Commission recommendation to the City <br />126 <br />Council supporting land use designation from High Density to Low Density <br />127 <br />Residential and a Zoning classification of LDR-1; and subsequent direction from <br />128 <br />the City Council that staff hold an additional open house and another Public <br />129 <br />Hearing at the Planning Commission level specific to this property. Mr. Paschke <br />130 <br />advised that at the Open House, there were no issues or concerns, other than <br />131 <br />property owners across the street from the subject parcel seeking additional <br />132 <br />information and clarification. <br />133 <br />Staff recommended approval of the request to RECOMMEND TO THE CITY <br />134 <br />COUNCIL APPROVAL of a Comprehensive Plan – land Use Map Amendment for <br />135 <br />the property directly west of 556 County Road C (identified as PIN #12-29-23-22- <br />136 <br />0003) from High Density Residential to Low Density Residential and a subsequent <br />137 <br />Rezoned (to be addressed with the final Official Zoning Map); based on the <br />138 <br />comments and findings of the staff report dated October 6, 2010. <br />139 <br />Cedric Adams, Applicant, PIN 12-29-23-22-0003 <br />140 <br />Mr. Adams briefly reviewed the topographical challenges of his and the adjacent <br />141 <br />lot. <br />142 <br />Public Comment <br />143 <br />Chair Doherty closed the Public Hearing at 6:42 p.m., with no one appearing for or <br />144 <br />against. <br />145 <br />MOTION <br />146 <br />Member Gottfried moved, seconded by Member Wozniak to RECOMMEND <br />147 <br />TO THE CITY COUNCIL APPROVAL of a Comprehensive Plan – Land Use <br />148 <br /> <br />
