<br />Planning Commission Special Board Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, October 27, 2010 <br />1. Call to Order <br />1 <br />Vice Chair Boerigter called to order the Planning Commission meeting at approximately <br />2 <br />6:00 p.m. and reviewed the role and purpose of the Planning Commission. <br />3 <br />2. Roll Call & Introductions <br />4 <br />City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: Vice Chair Daniel Boerigter; and Commissioners John <br />6 <br />Gisselquist; Glenn Cook; Joe Wozniak; with Commissioner <br />7 <br />Thomas Gottfried arriving at approximately 5:45 p.m. <br />8 <br />Members Excused: Commissioner Jim Doherty <br />9 <br />Members Absent: Commissioner Andre Best <br />10 <br />Staff present: City Planner Thomas Paschke; Associate Planner Bryan Lloyd <br />11 <br />3. Review of Minutes <br />12 <br />Vice Chair Boerigter noted that meeting minutes were pending and would be approved at <br />13 <br />a later meeting. <br />14 <br />4. Communications and Recognitions: <br />15 <br />a. From the Public (Public Comment on items not on the agenda) <br />16 <br />No one from the public appeared to speak at this time. <br />17 <br />b. From the Commission or Staff <br />18 <br />Mr. Paschke noted the regularly scheduled meeting of Wednesday, November 3, <br />19 <br />2010; as well as s Special Meeting of the Planning Commission scheduled for <br />20 <br />Wednesday, November 17, 2010. <br />21 <br />5. Continued Public Hearing <br />22 <br />Vice Chair Boerigter reviewed the purpose and process for public hearings before the <br />23 <br />Planning Commission. <br />24 <br />PROJECT FILE 0017 <br />25 <br />Request by the Roseville Planning Division to adopt new regulations for Title 10, <br />26 <br />Zoning Regulations of the City Code pertaining to INSTITUTIONAL DISTRICTS <br />27 <br />Acting Chair Boerigter noted continuation of the Public Hearing for Planning File 10-017 <br />28 <br />at approximately 6:38 p.m. <br />29 <br />City Planner Thomas Paschke reviewed slight modifications made since previous <br />30 <br />Commission discussions and additional staff review and analysis, including incorporating <br />31 <br />comments of Member Wozniak that had been reviewed and approved by the full body at <br />32 <br />a previous meeting, as well as additional illustrative examples on side bars. <br />33 <br />Public Comment <br />34 <br />Karen Radjek, 1948 Skillman Avenue <br />35 <br />Ms. Radjek noted her residence by Fairview Community Center; and desire to install <br />36 <br />plantings in the corner of her yard to screen the portable restroom facility used at the <br />37 <br />Fairview ball fields. Ms. Radjek asked if there was a provision in the new Institutional <br />38 <br />District zoning code to address portable facilities at schools and other such uses that <br />39 <br />would address her concerns for aesthetics by providing screening and/or buffers at sports <br />40 <br />facilities or other shared-use areas for unsightly garbage cans and sporting equipment, <br />41 <br />as well as controlling refuse. Ms. Radjek noted that her concerns were ongoing and <br />42 <br />frustrating, given that the fields were heavily used by the City’s Parks and Recreation <br />43 <br />Department. <br />44 <br /> <br />
