Planning Commission Meeting <br />Minutes – Wednesday, October 27, 2010 <br />Page 7 <br />Discussion included removal of paragraph A (Purpose) from the zoning code, as <br />299 <br />division of land was included and should remain in the Subdivision Ordinance. <br />300 <br />Developer Open House Meetings <br />301 <br />Discussion included revising language in paragraph A (Purpose) to read: “Certain <br />302 <br />[development proposals or] applications [for development]…;” correction of <br />303 <br />typographical errors in paragraph D (Invitations) and changing the language to: <br />304 <br />“The invitation shall prominently feature a sentence like the following <br />305 <br />[substantially similar to:]” <br />306 <br />Drive-Through Facilities (6) <br />307 <br />Considerable discussion was held related to this section and practical application <br />308 <br />to existing drive through facilities in Roseville and location of buildings between <br />309 <br />the drive through and public street; the community’s heightened interest for <br />310 <br />aesthetic considerations; example (Walgreens’ at County Road C and Rice <br />311 <br />Street); request for review of the width of the drive through lane; examples of <br />312 <br />past issues and practices for location of drive throughs as accessory use of a <br />313 <br />building not fronting a public street (Taco Bell along Larpenteur and Lexington <br />314 <br />Avenues); and recognizing that after the rezoning takes place, what is today a <br />315 <br />residential property may be rezoned as guided by the Comprehensive Plan for a <br />316 <br />different use, while having status as a legal, non-conforming use pending <br />317 <br />redevelopment. <br />318 <br />Given staff’s intent and interpretation, Member Wozniak spoke in support of the <br />319 <br />proposed standards for drive through facilities. <br />320 <br />Further discussion included protections through setback requirements for <br />321 <br />residential properties from retail and/or commercial use. <br />322 <br />Restaurant, fast food (10) <br />323 <br />Discussion included staff’s rationale in excluding drive through service in the <br />324 <br />Community Mixed Use and Employment Districts based on the desire for a <br />325 <br />higher and better use for those properties rather than for fast food uses (Twin <br />326 <br />Lakes Redevelopment Area); and current inclusion of a “litter collection plan <br />327 <br />(10.e) in the Shopping Center District added in the early 2000’s after the City <br />328 <br />conducted a moratorium study for upkeep of sites, and reference to requirements <br />329 <br />to provide contact information for a management to immediately address issues <br />330 <br />based on staff hearing ongoing citizen complaints related to trash blowing around <br />331 <br />and the need for an enforcement mechanism. <br />332 <br />Member Gottfried suggested that the litter collection plan should be added to the <br />333 <br />general PERFORMANCE STANDARDS rather than being unique to this section. <br />334 <br />Further discussion included definition of “fast food” in the pending DEFINITION <br />335 <br />section. <br />336 <br />Nursing Home, Assisted Living, Congregate Care <br />337 <br />Staff noted the updating of this section to address changes in the senior housing <br />338 <br />industry and needs specific to those uses. <br />339 <br />Temporary Buildings for Construction Purposes (14) <br />340 <br />Discussion included definition of “zoning lot” to differentiate parcel boundaries <br />341 <br />from platted lots. <br />342 <br />Member Boerigter suggested better language than “zoning lot” to define that <br />343 <br />intent. <br />344 <br />Recess: <br />Vice Chair Boerigter recessed the meeting at 8:24 p.m. for approximately 10 minutes <br />345 <br />and reconvened at 8:32 p.m. <br />346 <br />Public Comment <br />347 <br />Randy Neprash, 1276 Eldridge Avenue (behind St. Rose of Lima off <br />348 <br />Hamline) <br />349 <br /> <br />
