Call to Order <br />1 <br />Chair Doherty called to order the Planning Commission meeting at approximately 5:30 <br />2 <br />p.m. and reviewed the role and purpose of the Planning Commission. <br />3 <br />2. Roll Call & Introductions <br /> <br />4 <br />City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: Commissioner Jim Doherty; Vice Chair Daniel Boerigter; and <br />6 <br />Commissioners John Gisselquist; Glenn Cook; Joe Wozniak; <br />7 <br />Thomas Gottfried; Andre Best <br />8 <br />Staff present: City Planner Thomas Paschke; Associate Planner Bryan Lloyd <br />9 <br />3. Review of Minutes <br />10 <br />Chair Doherty noted that the September 29, 2010 and the October 27, 2010 Special <br />11 <br />meeting minutes are still pending and would be approved at a later meeting. <br />12 <br />MOTION <br />13 <br />Member Gottfried moved, seconded by Member Gisselquist to approve meeting <br />14 <br />minutes of October 6, 2010 as presented. <br />15 <br />Ayes: 6 <br />16 <br />Nays: 0 <br />17 <br />Abstentions: 1 (Boerigter) <br />18 <br />Motion carried. <br />19 <br />4. Public Hearings <br />24 <br />Chair Doherty reviewed the purpose and process for public hearings before the Planning <br />25 <br />Commission. <br />26 <br />PLANNING FILE 10-024 <br />a. <br />27 <br />Request by The Woof Room for approval of dog daycare as an INTERIM <br />28 <br />USE AT 1430 Country Road C <br />29 <br />Chair Doherty opened the Public Hearing for PLANNING FILE 10-024 at <br />30 <br />approximately 5:35 p.m. <br />31 <br />Associate Planner Bryan Lloyd reviewed the request of Kristen Cici of the Woof <br />32 <br />Room for approval of a dog daycare and boarding use at 1430 County Road C, <br />33 <br />as an INTERIM USE, pursuant to City Code, Section 1013.09 (Interim Uses); as <br />34 <br />detailed in the Request for Planning Commission Action dated November 3, <br />35 <br />2010. Mr. Lloyd reviewed staff’s extensive review of this application as it related <br />36 <br />to the Light Industrial (I-1) zoned property, and recent land use designation from <br />37 <br />Industrial to High Density Residential guidance by the updated Comprehensive <br />38 <br />Plan. <br />39 <br />Mr. Lloyd addressed initial concerns of staff as outlined in Sections 4.2 and 5.1 of <br />40 <br />the staff report, along with site tours by staff of a similarly operated dog daycare <br />41 <br />facility in Minneapolis, and provided a summary of that site visit related to noise <br />42 <br />and odor, and general operations of the facility Mr. Lloyd noted the obvious <br />43 <br />concerns of this type of use so close to residential properties, even though <br />44 <br />proposed as Interim Use, related to barking dogs becoming a nuisance, as well <br />45 <br />as disposal of pet waste and potential odors, with those staff evaluations detailed <br />46 <br />in Sections 6.5 and 6.6 of the report. <br />47 <br /> <br />
