Planning Commission Meeting <br />Minutes – Wednesday, November 03, 2010 <br />Page 6 <br />MOTION <br />259 <br />Member Cook moved, seconded by Member Boerigter to RECOMMEND TO <br />260 <br />THE CITY COUNCIL APPROVAL of the proposed INTERIM USE for the Woof <br />261 <br />Room to allow dog daycare and boarding at 1430 County Road C; based on <br />262 <br />the comments and findings of Sections 4 – 6 and the conditions of Section <br />263 <br />7 of the staff report dated November 3, 2010; <br />with several friendly <br />264 <br />amendments offered by Member Wozniak, accepted by the makers of the <br />265 <br />motion, as follows: <br />266 <br /> Modification to Condition B, revise to read: <br /> <br />267 <br />“All exterior walls and ceilings of the indoor dog daycare, [play areas], <br />268 <br />and boarding spaces shall be comprised of brick/concrete block or <br />269 <br />shall be covered with gypsum board or other sound-insulting material <br />270 <br />to e approved as part of the building permit review process;” <br />271 <br /> Modification to Condition E, revise to read: <br /> <br />272 <br />“The outdoor activity area shall be thoroughly cleansed and rinsed at <br />273 <br />least once each day during warm weather, and as soon as practicable <br />274 <br />after periods of freezing weather, [and all] with the rinse water being <br />275 <br />directed into a rain garden approved by the City Engineer;” <br />276 <br /> Staff duly noted Chair Doherty’s comment on the need to revise <br /> <br />277 <br />language of Condition G in Section 7 of the report to: “The outdoor <br />278 <br />activity area shall not be used for recreational purposes after [between] <br />279 <br />7:00 p.m. and 7:00 a.m.” <br />280 <br />Ayes: 6 <br />281 <br />Nays: 1 (Gottfried) <br />282 <br />Motion carried. <br />283 <br />b. PROJECT FILE 0017 <br />284 <br />Request by the Roseville Planning Division to adopt new regulations for <br />285 <br />Title 10, Zoning Regulations of the City Code pertaining to off-street <br />286 <br />parking. <br />287 <br />As previously announced, Commissioner Boerigter left the meeting at this time, approximately <br />288 <br />7:00 p.m. due to a prior commitment <br />289 <br />Chair Doherty opened the Public Hearing for PROJECT FILE 0017 at 6:58 p.m. <br />290 <br />Economic Development Associate Jamie Radel briefly highlighted amendments <br />291 <br />from previous to proposed code related to parking requirements, as detailed in <br />292 <br />Sections 2.3 – 2.5 of the Request for Planning Commission Action dated <br />293 <br />November 3, 2010. Ms. Radel reviewed minimum and maximum parking space <br />294 <br />calculations; minimum bicycle parking requirement ratios, and opt out options <br />295 <br />where applicable or deferred based on future demands; and pedestrian <br />296 <br />circulation and access standards for safety considerations. <br />297 <br />Staff recommended approval of the proposed draft Parking and Loading Areas <br />298 <br />requirements as presented in Attachment A to the staff report dated November 3, <br />299 <br />2010. <br />300 <br />Discussion among Commissioners and staff included how the 10% calculation for <br />301 <br />bicycle parking had been achieved, based on a review of other communities and <br />302 <br />applying an average; available of waivers similar to that of the City of St. Louis <br />303 <br />Park; reductions from existing to proposed parking space standards based on <br />304 <br />past situations and review of current onerous parking requirement design <br />305 <br />standards; and intent to promote walkabiltiy and alternative forms of <br />306 <br />transportation in the community, while allowing flexibility for the market to <br />307 <br />determine the applicable parameters. <br />308 <br /> <br />
