Planning Commission Meeting <br />Minutes – Wednesday, November 03, 2010 <br />Page 9 <br />modifications of terminology within different charts within the use regulations; <br />411 <br />with staff duly noting those comments and recommendations as applicable. <br />412 <br />Further discussion included how extensive the attempts should be for cross- <br />413 <br />referencing to other code sections; the formatting of the proposed code by title, <br />414 <br />chapter and section; sidewalk materials or type of service (line 809); and whether <br />415 <br />“private” or “parochial” schools were one in the same. <br />416 <br />Chair Doherty requested City Attorney review of the “or” “and” on line 641. <br />417 <br />Staff advised that they would review all comments of Commissioners. <br />418 <br />Chair Doherty complimented staff for their thorough review of this chapter. <br />419 <br />Member Wozniak addressed lines 964-965 related to vehicles and why “highway” <br />420 <br />was the chosen language versus “road” or “roadway.” Member Wozniak noted <br />421 <br />“pervious pavement” (line 674) and whether that included pervious bituminous <br />422 <br />asphalt or similar material, with samples leaning heavily on “concrete” or “clay;” <br />423 <br />definition of “junk yard” and/or “salvage yard” (line 484); the need to define the <br />424 <br />word “plat;” and add definitions for “pathway” and “trail.” Member Wozniak <br />425 <br />further noted the need to add “land,” to Section 10.03 Intent and Purpose (line <br />426 <br />13), and establish “to” in line 14; and limiting “and healthful” and “movement of <br />427 <br />people, goods, and services,” on lines 21 – 22. <br />428 <br />Mr. Paschke requested additional comments being directed to staff between now <br />429 <br />and the document being presented to the City Council for ratification; during <br />430 <br />which time staff would continue to insert definitions and review proposed <br />431 <br />modifications as discussed tonight; with the entire document following a standard <br />432 <br />process for Public Hearing at the Planning Commission meeting, then forwarded <br />433 <br />with those recommendations to the City Council for approval and enactment into <br />434 <br />ordinance; and anticipating periodic revisions as the code is applied. Mr. <br />435 <br />Paschke advised that staff would keep a list of recommended revisions, <br />436 <br />additional definitions needing to be added, and then seek a text amendment as <br />437 <br />appropriate, noting the similar revisions made to the current code over the years <br />438 <br />since its inception, and the need for periodic amendment. <br />439 <br />Additional discussion included the existence of a staff Master Sign Committee <br />440 <br />and an Administrative Deviation Committee. <br />441 <br />Public Comment <br />442 <br />Acting Chair Wozniak closed the Public Hearing at 7:58 p.m., with no one <br />443 <br />appearing for or against. <br />444 <br />MOTION <br />445 <br />Member Gisselquist moved, seconded by Member Gottfried to <br />446 <br />RECOMMEND TO THE CITY COUNCIL APPROVAL OF THE DRAFT <br />447 <br />INTRODUCTION CHAPTER as presented on November 3, 2010; <br />with staff <br />448 <br />duly noting those items addressed during tonight’s meeting requiring <br />449 <br />further follow-up. <br />450 <br />Ayes: 6 <br />451 <br />Nays: 0 <br />452 <br />Motion carried. <br />453 <br />6.
