Planning Commission Meeting Minutes – Wednesday, November 03, 2010 Page 9 modifications of terminology within different charts within the use regulations; 411 with staff duly noting those comments and recommendations as applicable. 412 Further discussion included how extensive the attempts should be for cross- 413 referencing to other code sections; the formatting of the proposed code by title, 414 chapter and section; sidewalk materials or type of service (line 809); and whether 415 “private” or “parochial” schools were one in the same. 416 Chair Doherty requested City Attorney review of the “or” “and” on line 641. 417 Staff advised that they would review all comments of Commissioners. 418 Chair Doherty complimented staff for their thorough review of this chapter. 419 Member Wozniak addressed lines 964-965 related to vehicles and why “highway” 420 was the chosen language versus “road” or “roadway.” Member Wozniak noted 421 “pervious pavement” (line 674) and whether that included pervious bituminous 422 asphalt or similar material, with samples leaning heavily on “concrete” or “clay;” 423 definition of “junk yard” and/or “salvage yard” (line 484); the need to define the 424 word “plat;” and add definitions for “pathway” and “trail.” Member Wozniak 425 further noted the need to add “land,” to Section 10.03 Intent and Purpose (line 426 13), and establish “to” in line 14; and limiting “and healthful” and “movement of 427 people, goods, and services,” on lines 21 – 22. 428 Mr. Paschke requested additional comments being directed to staff between now 429 and the document being presented to the City Council for ratification; during 430 which time staff would continue to insert definitions and review proposed 431 modifications as discussed tonight; with the entire document following a standard 432 process for Public Hearing at the Planning Commission meeting, then forwarded 433 with those recommendations to the City Council for approval and enactment into 434 ordinance; and anticipating periodic revisions as the code is applied. Mr. 435 Paschke advised that staff would keep a list of recommended revisions, 436 additional definitions needing to be added, and then seek a text amendment as 437 appropriate, noting the similar revisions made to the current code over the years 438 since its inception, and the need for periodic amendment. 439 Additional discussion included the existence of a staff Master Sign Committee 440 and an Administrative Deviation Committee. 441 Public Comment 442 Acting Chair Wozniak closed the Public Hearing at 7:58 p.m., with no one 443 appearing for or against. 444 MOTION 445 Member Gisselquist moved, seconded by Member Gottfried to 446 RECOMMEND TO THE CITY COUNCIL APPROVAL OF THE DRAFT 447 INTRODUCTION CHAPTER as presented on November 3, 2010; with staff 448 duly noting those items addressed during tonight’s meeting requiring 449 further follow-up. 450 Ayes: 6 451 Nays: 0 452 Motion carried. 453 6.
