<br />Planning Commission Special Board Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, November 17, 2010 – 5:30 p.m. <br />1. Call to Order <br />1 <br />Upon arrival of a quorum, Vice Chair Daniel Boerigter called to order the Planning <br />2 <br />Commission meeting at approximately 6:00 p.m. and reviewed the role and purpose of <br />3 <br />the Planning Commission. <br />4 <br />2. Roll Call & Introductions <br />5 <br />City Planner Thomas Paschke called the Roll. <br />6 <br />Members Present: Vice Chair Daniel Boerigter; and Commissioners Andre Best; <br />7 <br />Glenn Cook; Joe Wozniak; and John Gisselquist <br />8 <br />Members Excused: Chair Jim Doherty; Thomas Gottfried <br />9 <br />Staff present: City Planner Thomas Paschke; Associate Planner Bryan Lloyd; <br />10 <br />Parks and Recreation Director Lonnie Brokke <br />11 <br />3. Review of Minutes <br />12 <br />MOTION <br />13 <br />Member Cook moved, seconded by Member Wozniak to approve meeting minutes <br />14 <br />of October 6, 2010 as presented. <br />15 <br />Ayes: 5 <br />16 <br />Nays: 0 <br />17 <br />Motion carried. <br />18 <br />4. Communications and Recognitions: <br />19 <br />a. From the Public (Public Comment on items not on the agenda) <br />20 <br />No one from the public appeared to speak at this time. <br />21 <br />b. From the Commission or Staff <br />22 <br />City Planner Paschke advised that the December 1, 2010 Planning Commission <br />23 <br />meeting was scheduled to include final review and consideration by the <br />24 <br />Commission of the revised zoning code in its entirety for recommendation to the <br />25 <br />City Council. <br />26 <br />5. CONTINUED Public Hearings <br />27 <br />Vice Chair Boerigter reviewed the purpose and process for public hearings before the <br />28 <br />Planning Commission. <br />29 <br />a. PROJECT FILE 0017 <br />30 <br />Request by the Roseville Planning Division to adopt new regulations for <br />31 <br />Title 10, Zoning Regulations of the City Code pertaining to PROCEDURES <br />32 <br />Vice Chair Boerigter continued the Public Hearing for PROJECT FILE 0017 at <br />33 <br />6:08 p.m. <br />34 <br />Associate Planner Bryan Lloyd reviewed the request for comments on the <br />35 <br />PROCEDURES portion to Title 10 of the Zoning Regulations, as detailed in the <br />36 <br />Request for Planning Commission Action dated November 17, 2010. <br />37 <br />Discussion among Commissioners and staff included the Appeals section being <br />38 <br />included in the PROCEDURES section versus the ADMINISTRATIVE section; <br />39 <br />confirmation of the consistency of the appeals of the Variance Board and <br />40 <br />administrative rulings section with current language, allowing for any interested <br />41 <br />citizen allowed to appeal, not just the property owner, with the only changes in <br />42 <br />that section not addressing substance, but more for editorial clarification and a <br />43 <br />differentiation between the different types of variances, administrative deviations <br />44 <br />and administrative decisions. <br />45 <br /> <br />
