REQUEST FOR HRA ACTION <br />Date: 4-20-10 <br />Item No: 9a <br />Staff Approval: Agenda Section: <br /> Action Items <br />Item Description: <br />Inclusionary Housing <br />Background <br />1.0 <br />At the last HRA meeting, staff presented information related to action steps generated <br />from the Imagine Roseville 2025 Visioning Process to assist the Council in setting <br />priorities for the 2011 City Budget. <br />As a result staff is bringing information forward to the HRA regarding what is Inclusionary <br />Housing and what it does to sustain affordable housing options in a community. <br /> Inclusionary Housing, also known as Inclusionary Zoning, calls for a portion of housing <br />units in residential projects to be available for low- and moderate-income households. <br />Many programs provide developers with "cost offsets" or incentives, such as density <br />bonuses, zoning or design flexibility, parking reductions, fee waivers, or an expedited <br />review process for providing these affordable units. The term inclusionary is used to <br />counterexclusionary practices that require minimum lot sizes and setbacks, effectively <br />preventing affordable housing from being built. <br /> The Minnesota Housing Finance Agency had a report completed in 2002 to the <br /> Legislature. In the report there were several recommendations but most worth noting <br />was a recommendation to adopt a Mixed Housing Development Bill for the purpose of <br /> promoting housing developments that include homeownership and rental units, <br /> promoting housing developments that include a mix of incomes, and increasing the <br /> production of quality, unsubsidized housing for households who housing needs are not <br /> being met by the private sector. <br />The State did pass a bill that allows for City’s to: <br />establish sales prices or rents for housing affordable to low- and moderate-income <br />households; <br />establish maximum income limits for initial and subsequent purchasers or renters of the <br />affordable units; <br />establish means, including, but not limited to, equity sharing, or similar activities, to <br />maintain the long-term affordability of the affordable units; and <br />Establish a land trust agreement to maintain the long-term affordability of the affordable <br />units. <br />Inclusionary Housing - Page 1 of 2 <br /> <br />
