HRA Meeting <br />Minutes – Tuesday, March 16, 2010 <br />Page 2 <br /> <br /> <br />a.Resolution Thanking the Living Smarter Home and Garden Fair Volunteers <br />  <br />attached hereto and made a part <br />Executive Director Trudgeon presented as a bench handout, <br /> <br /> <br />thereof <br />, a draft resolution recognizing private sponsors; members of the Coordinating <br />  <br />Committee; and community volunteers of the 2010 Living Smarter Home and Garden Fair. <br /> <br /> <br /> Mr. Trudgeon estimated that approximately 1200 people attended throughout the day, from <br /> <br />the community and surrounding areas; noting that the seminars were well-attended and <br /> <br />successful; that positive comments were heard regarding the new look and emphasis on green; <br /> <br />and advised that this year’s event exceed the “zero” waste goal at 97.9% compared to 95% in <br /> <br /> <br /> <br />2009. Mr. Trudgeon recognized and expressed appreciation for the collaboration of various <br /> <br /> <br /> <br />City departments, the school system, senior program, community volunteers and vendors; <br /> <br />  <br />expressing enthusiasm that 2011 would be even more improved, and encouraged Members to <br /> <br /> <br /> <br />provide their input for implementing new and improved components for 2011. <br /> <br />  <br /> <br /> <br />Mr. Trudgeon read the resolution, publically recognizing the private sponsors; members of the <br /> <br /> <br />Coordinating Committee, and community volunteers; advising that, once adopted, a copy of <br /> <br /> <br />the resolution would be provided for those recognized parties. <br /> <br /> <br /> <br /> <br /> Motion: Member Elkins moved, seconded by Member Pust to adopt HRA Resolution No. <br /> <br /> <br />37 entitled, “Resolution of Appreciation for Sponsors and Volunteers of the 2010 Living <br /> <br /> <br />Smarter Home and Garden Fair.” <br />  <br /> <br /> <br />Ayes: 6 <br />  <br />Nays: 0 <br />  <br />Abstentions: 0 <br />  <br />Motion carried. <br />  <br />  <br />b.Review and Recommendation of Imagine Roseville 2025 Action Steps <br />  <br />Executive Director Trudgeon advised that the City Council, in their preliminary 2011 Budget <br /> <br /> <br /> <br />prioritization was reviewing and ranking action steps generated from the Imagine Roseville <br /> <br /> <br /> <br />2025 Community Visioning process; and was seeking input from all City Advisory <br /> <br />  <br />Commissions of those priorities as they related to their specific charges and areas of expertise. <br /> <br /> <br /> <br />Mr. Trudgeon noted the four specific categories and their current status: “Not Yet;” “Done;” <br /> <br />  <br />“Ongoing;” and “In Process.” Mr. Trudgeon noted that the City Council was specifically <br /> <br /> <br />interested in comments on those items in the “Not Yet” category (Attachment B), with staff <br /> <br /> <br />comments included as an update on their status. <br /> <br /> <br /> <br /> <br />Detailed spreadsheets were included, showing action steps related to HRA activities as <br /> <br /> <br />identified in past brainstorming done in 2007; and showing the short-, medium, and long-term <br /> <br /> <br />goals as well as their magnitude in dollars. <br /> <br /> <br />  <br />Point-of-Sale Inspections <br /> <br /> <br />Discussion included Strategies under Housing Section 6.3.c and 6.f.d, including inclusionary <br />  <br />zoning and additional resources necessary (i.e., staff) if point-of-sale inspections were a <br />  <br />priority. <br />  <br />  <br />Member Elkins noted that many housing assistance programs currently require mandatory <br />  <br />inspections (Housing Quality Inspections) to qualify; and opined that the fees should cover the <br />  <br />cost of such a program. <br /> <br /> <br /> <br /> <br />By consensus, members determined that this should be a topic for discussion at a future <br />  <br />meeting, with staff providing additional background information for that discussion. <br /> <br /> <br />Additional information requested included information from the City of St. Louis Park as they <br />  <br />pioneered this program many years ago; and the actual intent of such a program, whether to <br /> <br />affect the marketability of homes, or specifically as a health/safety issue. <br /> <br />
