Ms. Kelsey noted that Mr. Hornik had <br /> <br />worked with the City several years ago to reinvent marketing efforts for the Home and Garden <br /> <br /> <br />Fair, resulting in the Living Smarter Campaign. Ms. Kelsey introduced Mr. Hornik. <br /> <br /> <br />Mr. Hornik provided a brief history and potential marketing concepts utilizing limited <br /> <br />resources while allowing promotion of Roseville as a community embracing sustainable living. <br /> <br />Mr. Hornik briefly reviewed his proposal and timeframe for initiating a pilot program to reach <br /> <br />25 – 45 year olds through traditional and new media options, starting in August of 2010 with a <br /> <br />six (6) month launch, followed by review of that pilot program, then resuming for an <br /> <br /> <br /> <br />additional six (6) months based on responses and advance deployment of a tracking system to <br /> <br /> <br /> <br />determine that response rate. <br /> <br /> <br /> <br /> <br /> <br />Discussion included the timing for launching the program, with the August start intended as <br /> <br /> <br />the initial touch point for people to consider making a decision, with followed exposure and <br /> <br /> <br />then making a decision 6-8 months later; consensus that this marketing effort was long- <br /> <br /> <br />overdue for the community; and use of websites as part of the marketing campaign. <br /> <br /> <br /> <br /> <br /> Motion: Member Pust moved, seconded by Member Masche that the RHRA hire Mr. <br /> <br /> <br />Hornik for development and completion of a marketing campaign for the RHRA, based <br /> <br /> <br />on the Request for Proposals (RFP) and his proposal as presented in the Request for <br /> <br /> <br />HRA Action dated May 18, 2010; and enter into a contract in an amount not to exceed <br /> <br />$40,000. <br /> <br /> <br /> <br />Ayes: 7 <br /> <br />Nays: 0 <br /> <br />Abstentions: 0 <br /> <br />Motion carried. <br /> <br /> <br />Rental Neighborhood Enhancement Program (NEP) <br />b. <br /> <br /> <br /> <br />Executive Director Trudgeon noted that the City experienced higher code enforcement issues <br /> <br /> <br /> <br />at rentals that in owner-occupied units, requiring more frequent staff review of those <br /> <br /> <br />properties. However, Mr. Trudgeon advised that, after consultation with the City’s Code <br /> <br /> <br /> <br />Enforcement staff, they believed that they could absorb the rental NEP program with the <br /> <br /> <br />existing NE program at no additional resource cost. Mr. Trudgeon advised that the program <br /> <br /> <br />would be incorporated into this year’s program, with the entire City covered over a three-year <br /> <br /> <br />cycle for review of all properties city-wide, with a certain percentage of those properties <br /> <br /> <br />included as part of that annual progression. Mr. Trudgeon opined that the City’s Code <br /> <br /> <br />Enforcement staff was superb, with an excellent staff person performing the exterior walk by’s <br /> <br /> <br />for NEP; and advised that staff would measure results and be able to accomplish better <br /> <br /> <br />information on single-family, registered rental properties. Mr. Trudgeon noted how receptive <br /> <br /> <br />and positive residents were in those designated NEP areas, with the majority of phone calls <br /> <br />fielded by staff only seeking clarification, part staff’s preferred education process. <br /> <br /> <br /> <br /> RHRA role in fostering housing <br />c. <br /> <br />Mr. Trudgeon advised that staff was only presenting this information to advise members that <br /> <br />the RHRA had previously defined the role of the Board in fostering housing redevelopment <br /> <br />projects as indicated in the attachments to the Request for HRA Action dated May 18, 2010, <br /> <br />including the 2030 Comprehensive Plan (Attachment A), the 2008 – 1012 RHRA Strategic <br /> <br />Plan (Attachment B); and the 2010 RHRA Work Plan (Attachment C), with each of those <br /> <br /> <br />documents highlighted to indicate that function. <br /> <br /> <br /> <br />10.Information Reports & Other Business (Verbal Reports by Staff and Board Members): <br /> <br /> <br /> <br />a.Option Agreement with Roseville School District <br /> <br />
