HRA Meeting <br />Minutes – Tuesday, June 15, 2010 <br />Page 2 <br /> <br /> <br />  <br />9.Action Items <br /> <br /> <br />  <br />a.Roseville HRA Energy Audit Program <br /> <br />Ms. Kelsey reviewed work plan goals identified by the HRA to facilitate energy audits and <br /> <br />housing improvements to increase energy efficiency for Roseville’s housing stock, with $5,000 <br /> <br />dedicated in the 2010 budget to accomplish this goal. Ms. Kelsey noted that there were few <br /> <br />programs currently available, with the exception of Xcel Energy’s recently-changed approach <br /> <br />to energy audits based on a new rebate program called “Home Performance.” Ms. Kelsey <br /> <br /> <br /> <br />noted homeowner confusion on where they can receive the most long-term economic <br /> <br /> <br /> <br />advantages in energy improvements; and reviewed staff’s partnership to-date with the <br /> <br />  <br />Neighborhood Energy Connection (NEC) and the Energy CENTS Coalition, with NEC <br /> <br /> <br /> <br />performing the energy audits for Xcel Energy, provider of gas and electrical services for <br /> <br />  <br />Roseville residents and businesses. <br /> <br /> <br /> <br /> <br />Ms. Kelsey noted the need substantial educational and marketing information and compilation <br /> <br /> <br />of data for HRA purposes to quantify impacts of such programs; and suggested that the HRA <br /> <br /> <br />consider a pilot energy audit program with current resources as budgeted allowing for eighty- <br /> <br /> <br />three (83) homeowners to receive a standard energy audit. <br /> <br /> <br /> <br /> <br />Discussion included the Ramsey County Community Action Program (CAP) referring clients <br />  <br />to the Energy CENTS Coalition, who in turn refers them to the NEC; potential leveraging of <br /> <br /> <br />additional funds if the pilot program exceed those first eighty-three (83) homes; and potential <br />  <br />leveraging of other program funds; income qualifications. <br />  <br />  <br />Motion: Member Masche moved, seconded by Member Majerus to approve the use of the <br />  <br />2010 HRA-budgeted $5,000 for assisting Roseville residents with a pilot energy audit <br />  <br />program in partnership with the NEC and Energy CENTS Coalition to perform <br />  <br />standard energy audits for eighty-three (83) homeowners in Roseville. <br /> <br /> <br /> <br /> <br /> <br /> <br />Ayes: 5 <br /> <br />  <br />Nays: 0 <br /> <br /> <br /> <br />Motion carried. <br /> <br />  <br /> <br /> <br />b.2011 Budget and Program Priorities <br /> <br /> <br />Chair Maschka noted that staff had advised of upcoming meetings of the HRA Finance <br /> <br /> <br />Subcommittee prior to the July meeting. <br /> <br /> <br /> <br /> <br />Ms. Kelsey noted the materials provided in the packets that provided an overview, and sought <br /> <br /> <br />comment and recommendations from individual members. <br /> <br /> <br />  <br />Given ongoing City budget constraints, Chair Maschka advised that staff was recommended <br /> <br /> <br />that the budget be kept at current levels, with no new initiatives or priorities, unless members <br />  <br />identified some obvious priorities. <br />  <br />  <br />10. Information Reports and Other Business (Verbal Reports by Staff and Board Members) <br />  <br />Ms. Kelsey briefly reviewed the comparison Foreclosure report, noting that the homes now coming into <br />  <br />foreclosure were those of higher value at over $500,000 with four (4) of those higher-value homes in <br />  <br />foreclosure already this year; and that the average market value of foreclosed homes averaged at <br /> <br /> <br />$224,000, with the average so far in 2010 at $290,000. Ms. Kelsey advised that staff would continue to <br /> <br /> <br />monitor foreclosures. <br />  <br /> <br /> <br />Ms. Kelsey advised that staff was continuing conversations with the School District regarding future <br />  <br />redevelopment of the Owasso School site. <br /> <br />
