want to assist the project with funds that are available to the RHRA. <br />Once the City Council holds the public hearing for the adoption of the ordinance the next steps <br />for LJA will be to: <br />1.To have a third party conduct a facility needs assessment to determine and prioritize <br />the scope of improvements. <br />2.To have a financial plan prepared by a third party that provides to the Association a <br />plan to finance maintenance and operation costs of the common elements within the <br />Association and a long-range plan to conduct and finance capital improvements, <br />which does not rely upon the subsequent use of the HIA tool. <br />3.Get three bids for the completion of work. <br />Once the LJA has completed the above steps the City and RHRA will need to consider what <br />financing options are available to the LJA before the petition and fee resolution hearing would <br />be held to adopt and assess the home owners for the improvements. <br />Staff Recommendation <br />Staff recommends that the RHRA recommend to the Roseville City Council to hold a public <br />hearing to consider the adoption of an ordinance establishing a HIA for the Lake Josephine <br />Association. <br />HRA Action <br />Motion to recommend that the Roseville City Council hold a public hearing for consideration of an <br />ordinance establishing a HIA for the Lake Josephine Association. <br />Attachment A: City of Roseville Housing Improvement Area Policy <br />Attachment B: Lender letter’s declining loan request <br />Prepared by: Jeanne Kelsey (651-792-7086) <br />Lake Josephine Petition for HIA (11-16-10) -Page 2 of 2 <br /> <br />
