Roll Call <br /> <br /> <br /> <br /> <br /> <br /> <br /> Present: <br />Chair Dean Maschka; and Members Kelly Quam; Vicki Lee; Susan Elkins; and <br /> <br />  <br />Tammy Pust. <br /> <br /> <br /> <br /> <br />  <br /> Excused: <br /> Members Bill Majerus and Bill Masche <br /> <br /> <br /> <br /> <br />Staff Present: <br /> Housing Coordinator Jeanne Kelsey <br /> <br /> <br /> <br /> <br />3.Approval of Minutes <br /> <br /> <br />September 21, 2010 meeting minutes were provided as a bench handout, as they had been inadvertently <br /> <br /> <br />attached hereto and made a part thereof <br />omitted in the agenda packet materials, and are . <br /> <br /> <br />  <br />Motion: Member Elkins moved, seconded by Member Pust to approve the Regular HRA Meeting <br /> <br /> <br />Minutes of September 21, 2010 as presented. <br />  <br />  <br />Ayes: 4 <br />  <br />Nays: 0 <br />  <br />Abstentions: 1 (Lee) <br />  <br />Motion carried. <br />  <br /> <br /> <br /> <br />4. Announcements, Agenda Adjustments, Recognitions, Correspondence, and Comments <br /> <br /> <br /> <br /> <br />  <br />a.Swear in HRA Member Susan Elkins <br /> <br /> <br /> <br />Chair Dean Maschka administered the Oath of Office to reappointed HRA Member Susan <br /> <br />  <br />Elkins and congratulated her. <br /> <br /> <br /> <br /> <br />5.Community/Citizen Comments <br /> <br /> <br />None. <br /> <br /> <br /> <br /> <br />6.Consent Agenda <br /> <br /> <br />Housing Coordinator Kelsey briefly reviewed Consent Agenda items. <br /> <br /> <br />  <br />a. <br />Acceptance of HRC Monthly Report for September 2010 <br /> <br /> <br />b. <br />Acceptance of Abatement Report for September 2010 <br />  <br />c. <br />Quarterly Financial Update <br />  <br />  <br />Discussion <br />  <br />Discussion included clarification by Ms. Kelsey, at the request of Member Elkins, that staff did monitor <br />  <br />and address code violations on foreclosed and/or vacant properties. Ms. Elkins brought a specific <br />  <br />property to the attention of staff for follow-up with the City’s Code Enforcement staff; and asked that <br /> <br /> <br />misinterpretations between a concerned neighbor and staff be followed up upon. <br /> <br /> <br />  <br />Member Pust noted, on page 2 of the abatement report, there appeared to be a duplication of invoices; <br /> <br /> <br />with Ms. Kelsey advising that she had reviewed that as well, and determined that the dates were <br />  <br />indicative of the date invoicing was processed, not the date the abatement was performed.
