REQUEST FOR HRA ACTION
Date: 1-19-10
Item No: 6.a.
Staff Approval: Agenda Section:
PT Consent
Item Description: Approval of annual contract renewals with the City of Roseville for
fiscal support, support staff, and Executive Director services for 2010
(HF0089)
Background
The HRA requires annual review and renewal of the contract between the HRA and City of
Roseville for the use of City services for fiscal agent and administrative support staff.
City Fiscal and Staff Services Contract:
The contract for the use of Roseville’s Finance Department to act as the HRA Fiscal Agent is 5%
of the total HRA administrative budget. For 2010, the HRA administrative budget is $107,303
which includes the staff fees, legal fees, memberships and subscriptions and training. The fiscal
fee based upon the contract would be $5,365 for 2010, which will be a prorated quarterly transfer
from the HRA Fund to the City’s General Fund. The contract dates and amounts have been
revised; however, all other items remain the same as 2009.
The costs for administrative support services include monthly charges related to the copying and
distribution of the HRA monthly meeting agenda and packet, monitoring updating of the HRA
page of the City’s website, monitoring and updating HRA program material and marketing and
returning general HRA program calls and mailing out program information. The Community
Development Department has hired a part time assistant position of which 8.5 hours per week is
dedicated to HRA duties. The annual contract amount for this service is estimated to be a
maximum of $13,892 which covers 40% of the part time position cost and will be a prorated
quarterly transfer from the HRA Fund to the City Community Development Fund.
In addition to normal administrative services, the RHRA also has a Housing Program
Coordinator. Similar to the other support staff, the RHRA must enter into an agreement with the
City to authorize transfer of RHRA funds to the City of Roseville Community Development
Fund to pay for that position’s services. The costs for administrative support services provided
by the Housing Program Coordinator is estimated to be a maximum of $62,466 annually which
includes wages and benefits based on 29 hours per week and will be a prorated quarterly transfer
from the HRA Fund to the City Community Development Fund.
Finally, the Roseville Community Development Director serves as the RHRA Executive
Director. The RHRA Executive Director provides day-to-day management of the HRA actions,
programs, budget and activities with guidance from the RHRA Board. It has been determined
that 15% percent of the Community Development Director’s time is spent on RHRA matters.
Accordingly, the 2010 RHRA budget has allocated $20,370.00 to pay for the RHRA Executive
RHRA_ Services Contracts (01-19-10) - Page 1 of 2
