All members concurred with Member Pust’s observation. Motion: Member Majerus moved, seconded by Member Pust to include a review of the RHRA organizational and staffing plan as part of the 2011 Work Plan. Ayes: 6 Nays: 0 Motion carried. c.2011 Work Plan Discussion Executive Director Trudgeon noted that the HRA had been very successful to-date in implementing their 2010 HRA Work Plan (Attachment A), as detailed with notes in the Request for HRA Action dated November 16, 2010. Mr. Trudgeon suggested discussion by the Board of new initiatives to be incorporated into the 2011 Work Plan. The 2008-2010 HRA Strategic Plan (Attachment B) was included as an attachment for reference. Mr. Trudgeon advised that individual member input would be incorporated by staff into an updated DRAFT Work Plan for the Board to consider at the January 2011 HRA meeting to finalize its 2011 mission. Member Elkins expressed interest in researching employee assistance programs and partnering with the Roseville business community employers to provide affordable workforce housing opportunities, with that initiative starting with the City itself for its own employees to provide housing within the community; and partnering with the Community Land Trust (CLT) and their model for assisting homeowners in financial difficulty; and Member Lee expressed interest in working with the CLT as her number one priority in providing a variety of housing types, utilizing the CLT’s ability to provide an interesting foundation to explore “out of the box” ideas, particularly in a first-ring suburb such as Roseville, largely built-out and requiring infill options rather than building new developments. Member Lee noted the CLT’s past work with architects and non-profits, even through contests seeking “out of the box” unique concepts with architectural students, who then partnered with licensed architects and/or non-profit builders. Member Lee also expressed interest in intergenerational housing and layering various housing types on each other; and using new or existing housing to meet affordable housing needs in the community. Member Lee noted the need to address long-term affordability, not just providing an affordable tool without another match, and how to recapture that money at the time of sale, similar to the land trusts retaining ownership of the land in perpetuity, removing an obstacle in ensuring that a property remains an affordable product. Member Lee enthusiastically opined the innumerable possibilities for new or rehabilitated housing, including multi-family housing. Chair Maschka expressed his interest in proactively pursuing partnership opportunities with I.S.D. No. 623 on the property on Woodhill; and in pursuing actual construction on housing on the property in the vicinity of the Target store. Chair Maschka strongly recommended publicity for the HRA’s role on the recent Aeon project. Ms. Kelsey advised the HRA Board that Aeon did receive funding for Phase II of their project; and that the HRA would be receiving invitations in the near future for its groundbreaking. Member Elkins expressed her definite support of further consideration of CLT’s.
