<br />t~J! <br /> <br />vi <br />,v CJ. <br /> <br />I <br />6f~f <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />March 10, 1980 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br />of the City Council of the City of Roseville, Minnesota, was <br />held in the City Hall in said City on Monday, March 10, 1980, <br />at 7:30 o'clock p. m. <br /> <br />The following members were present: Mayor Demos and <br />Councilmen Franke, Curley, Kehr and Anderson; and the following <br />were absent: None <br /> <br />Also present were James F. Andre, City Manager; Charles <br />Honchell, City Public Works Director; Roger Jensen of Peterson, <br />Bell and Converse, city attorneys; and Peter S. Popovich, city <br />bond consultant. <br /> <br />MAYOR DEMOS: The first hearing this evening is that of the <br />Oakcrest project, P-79-19. <br /> <br />MR. ANDRE: We have the Certificate of Mailing and the <br />affidavit of publication on file. <br /> <br />MAYOR DEMOS: Mr. Honchell. <br /> <br />MR. HONCHELL: This project is a result of a petition from <br />the property owners along this roadway, and it requested that the <br />existing two blocks of Oakcrest between Cohansey and Western <br />be brought up to the city standard. <br /> <br />What that city standard is, is a 32 foot wide, 7-ton design <br />residential style street with concrete curb and gutter. In <br />this case, since the area is fully developed, that curb and gutter <br />would be what most people think of as the straight-up-and-down <br />curb rather than the mountable type. There are storm sewers <br />in the area, and these would merely have to be adjusted. <br /> <br />It was found during the design investigation that the <br />extremely steep grades that exist on this roadway, both in the <br />eastern and western end of the project, present some unusual <br />problems - namely, one is trying to stop at Cohansey with 9% <br />plus grades in slippery weather (inaudible) and we are con- <br />cerned with the existing grade between Irene and Western and that <br />the site distances are below minimum at this point, and if <br />there is a child riding a bike or running across the street, <br />that an accident could occur. So as we did the feasibility study <br />we assumed that we would improve both of those situations <br />slightly so that they would at least be meeting the minimum <br />site distances here and providing some short stopping distances, <br />although not ideal, better than they are today. <br />
