<br />3 <br /> <br />COUNCILMAN CURLEY: How do those people get out at the <br />vacant lot on the north side? <br /> <br />MR. HONCHELL: Right now they could build a house here and <br />get to Western Avenue, but they have no sewer or water so it's <br />unbuildable. This doesn't show it too well, but I guess it <br />goes to here. This would be the side lot, this is the <br />frontage and the lot line is (inaudible) through here, so <br />it's a rather typical lot due to the fact that these three <br />lots have legally been combined into one large lot. <br /> <br />MAYOR DEMOS: Are Lots 19 and 20 combined into one? <br /> <br />MR. STRONG: Yes. <br /> <br />MR. POPOVICH: The total published, anticipated cost of this <br />improvement is $66,281. As you know, that's divided into the <br />sewer mains which cost approximately $10,200. With 100% assess- <br />ment that would be $2.68 a foot. Sanitary sewer services which would <br />be lOO% assessed are $409 each. Watermains at $6,329, if assessed <br />lOOt would be $16.70 a foot. Water services are $289.81 each. <br />On street, curb and gutter the cost is $47,233, which is part <br />of the total published cost. The estimated front foot cost <br />for street is $92.62 a foot, and if only 25% is assessed, that <br />would be $23.15. The total amount that would be assessed for <br />all of the improvements is $ll,806.50, and $35,427 would be spread <br />by general taxes, and the matters I mentioned relating to the <br />other improvements so far as bid letting and bonds are equally <br />applicable on this improvement as well. <br /> <br />MR. ANDRE: We have not received any written communications. <br /> <br />MAYOR DEMOS: I will open the hearing to the public, and <br />ask that each speaker come to the microphone and give your street <br />address. <br /> <br />MR. EDWARD WIDERSKI, 386 Wagner: I'm the one on the south side <br />of that. I owned it completely all the way down where I had water <br />and sewer all the way to the property line when they bought that <br />land from me. <br /> <br />MAYOR DEMOS: You mean Ramsey County. <br /> <br />MR. WIDERSKI: Yes. I had three lots planned and I had the <br />water and sewer to the property line. They tell me I can't build <br />or do anything unless I do something new. At the first couple of <br />meetings that first cul-de-sac would cost around $2,500 and it <br />would be up to about four people to pay for it, so that's not too <br />bad, and the other one should run (inaudible), but now I have <br />the final figures on it and I couldn't afford to have anything <br />like that. That's beyond me, but I don't see why I can't build <br />on this end of the cul-de-sac here. I can connect right to that <br />sewer and water line there. What's the Objection against that? <br />
