The Program Planners' Committee of the Human Rights Committee has developed this preliminary <br /> outline to guide the process and issues to be addressed by the Civic Engagement Task Force in the <br /> development of a Civic Engagement Framework to be recommended to the Human Rights <br /> Commission and the Roseville City Council. <br /> The vehicle for the framework's development will be a citizens' task force to be formed by the <br /> Roseville Human Rights Commission. The task force will be chaired the co-chairs of the Program <br /> Planners Committee of the Human Rights Commission. It is their intent to involve a member of <br /> each of the existing Roseville city commissions, as well as other public members: <br /> • Ethics <br /> • Park Et Recreation <br /> • Planning <br /> • Police Civil Service <br /> • Public Works, Transportation, and Environment <br /> Public members will be composed of Roseville residents who have been involved in their <br /> community's civic affairs, such as representatives from the Roseville Citizens League and the <br /> League of Women Voters, as well as community groups such as the Lake McCarron's Neighborhood <br /> Association. <br /> Possible Task Force Issues: Develop a Task Force to work with the Human Rights Commission in <br /> developing a Civic Engagement Framework for recommendation to the Roseville City Council. <br /> The purpose of the Task Force would be to : <br /> 1. Study how other municipalities promote and involve residents in civic decision-making <br /> and community projects, with some focus on the HRC's new role HRC regarding <br /> Neighborhoods and Diversity. <br /> • Falcon Heights, Minneapolis, and Minnetonka (recommended by Councilmember <br /> Roe): Edina, and Robbinsdale which received an earlier Civic Engagement grant from <br /> the MN Department of Human Rights. <br /> 2. Assess Current City Practice and Status regarding Neighborhoods and Community <br /> Engagement <br /> • Determine how various city commissions handle public comment at their meetings. <br /> • Determine whether the addresses and e-mail addresses of commission members are <br /> available to residents who wish to communicate with individual commission members. <br /> • Determine how various commission and city hall address neighborhood involvement <br /> and notice, including notification issues. <br /> i. Determine policy regarding the posting of meeting <br /> agendas and packets, and assess the performance of various city agencies <br /> and commissions (Note there have been lapses in the posting of agendas and <br /> packets); and <br /> ii. Consider the problem of not posting minutes in a <br /> timely manner (within thirty days seems very reasonable). Suggest Draft <br /> Minutes are better than waiting over 30 or in some cases more than 60 days. <br /> 3 <br />
