<br />EXTRACT OF MlNUI'FS OF MEETlliG OF THE CITY COUNCIL <br />OF ROSEVILLE, MINNESOI'A - HELD <br /> <br />March 10, 1980 <br /> <br />* * * * * * * * * * * * * * * * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br />of the City Council of the City of Roseville, Minnesota, was duly <br />called and held at the City Hall in said City on March 10, 1980, <br />at 7:30 P.M. <br /> <br />'Ihe follCM'ing merrbers were present: Mayor Derros, Councilmen <br />Franke, Curley, Kehr and Anderson. <br /> <br />and the following were absent: None. <br /> <br />M::mber Franke introduced the follCM'ing resolution <br />and rroved its adoption. <br /> <br />RESOLUI'ION NO. 6933 <br /> <br />WHERFAS, '!he Justice System Irrproverrent Act (JSIA) reauthorizes <br />and restructures the Federal assistance program to State and local <br />governments for criminal justice improverrents; and <br /> <br />WHERFAS, Under the JSIA fonuula grants are authorized to State and <br />local governrrent to carry out programs of proven or likely effectiveness <br />in improving criminal and juvenile justice; and <br /> <br />WHEREAS, Larger units of local general governrrent, including <br />corrbinations, are eligible to receive a specific portion of Part D <br />rronies and to set priorities for the use of those funds based on their <br />analysis of their crime and criminal justice probleIT'S; and <br /> <br />WHERF..AS, Jurisdictions eligible and electing to apply for such <br />grants are termed "entitle:rrents" areas; and <br /> <br />WHERFAS, Status as an "entitle:rrent" area under the JSIA means (a) <br />certainty of receiving a specified portion of the states I total allocation <br />of Part D funds contingent of submission of an approved application; <br />(b) significant antononw over the use of those funds, and (c) responsibility <br />to meet require:rrents of Federal and State law and regulations; and <br /> <br />WHERF..AS, A combination of local governrrents qualify as an enti tlerrent <br />area if it has a total population of 100,000 persons and would receive at <br />a minimum $50,000 in Part D funds; and <br /> <br />WHERF..AS, 'Ihe City of St. Paul, Ramsey County and any or all of the <br />suburban mmicipalities of Ramsey County in combination qualify as an <br />entitle:rrent area; and <br /> <br />WHEREAS, '!he City of Roseville is corrrni tted to coordinated criminal <br />justice planning efforts to identify probleIT'S, to set priorities, and to <br />develop criminal justice system improverrent programs. <br />
