City of <br /> l �SEVILLL <br /> Minnesota,USA <br /> Regular City Council Meeting <br /> AND <br /> Board of Adjustments and Appeals <br /> Minutes <br /> City Hall Council Chambers, 2660 Civic Center Drive <br /> Monday, February 14, 2011 <br /> Mayor Roe presented his State of the City Address at 5:00 p.m. <br /> 1. Roll Call <br /> Mayor Roe called to order the Roseville City Council regular meeting at approximately <br /> 6:00 p.m. and welcomed everyone. City Manager Bill Malinen called the roll: (Voting <br /> and Seating Order for February: Johnson; McGehee; Willmus; Pust; and Roe). City At- <br /> torney Charlie Bartholdi was also present. <br /> 2. Approve Agenda <br /> Councilmember Willmus requested removal of Consent Item 7.n entitled, "Approve Pub- <br /> lic Improvement Contract and Public Improvement Easement and Maintenance Agree- <br /> ment for Applewood Pointe of Langton Lake (PF 08-020)." <br /> Johnson moved, Pust seconded, approval of the agenda as amended. <br /> Roll Call <br /> Ayes: Johnson; McGehee; Willmus; Pust; and Roe. <br /> Nays: None. <br /> 3. Public Comment <br /> Mayor Roe called for public comment by members of the audience on any non-agenda <br /> items. <br /> a. First Lt. Kathryn Helland, of the 347th Regional Support Group based out of <br /> the Roseville Armory <br /> Lt. Helland advised that she had recently received orders to serve as the Beyond <br /> the Yellow Ribbon Outreach Coordinator for the purpose of establishing networks <br /> in the local area, in conjunction with other networks being established throughout <br /> the State of Minnesota, through working with those communities having armories <br /> located within them. Lt. Helland noted that this was a priority for the Minnesota <br /> National Guard to create support for military families serving in all branches; and <br /> in anticipation of a near future deployment of another 2,400 Guards. Lt. Helland <br /> advised that it was the intent of the Guard to partner with community members <br /> and organizations and other key community groups in each community to create <br /> an action plan for annual update, with the initiative recognized by the Governor's <br />
