<br />~~ J1:r;; 939 <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />April 14, 1980 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br />of the City Council of the City of Roseville, Minnesota, was <br />held in the City Hall in said City on Monday, April 14, 1980, <br />at 7:30 o'clock p. m. <br /> <br />The following members were present: Mayor Demos and <br />Councilmen Curley, Anderson, Kehr, and Franke; and the following <br />were absent: None. <br /> <br />Also present were James F. Andre, City Manager; Charles <br />Honchell, City Public Works Director; Robert Bell of Peterson, <br />Bell and Converse, city attorneys; and Peter S. popovich of <br />Peterson, Popovich, Knutson & Flynn, city bond consultants. <br /> <br />MAYOR DEMOS: The meeting will come to order. The first <br />item of business before us is a hearing on Improvement <br />P-79-2, Skillman Avenue from Fairview to Snelling, and I might <br />say this hearing was opened on March 24, 1980 and this is a <br />continuation of that hearing. <br /> <br />MR. ANDRE: Since the last hearing, and discussion on this <br />item, we have done some more investigation and analysis in <br />terms of the questions that were raised at the meeting of <br />March 24, and I might turn it over to Mr. Honchell who will <br />introduce the engineer who has been involved in this. <br /> <br />MR. HONCHELL: I would also add that since then we have <br />received a petition representing 33 signatures concerning the <br />project, and another letter from an additional individual that <br />lives on the street. <br /> <br />As Mr. Andre indicated, in response to some of the concerns <br />and comments from the public at the last meeting, plus the <br />informatjon that was contained in the petition that was received <br />by the city, we had the consulting firm of Short, Elliott and <br />Hendrickson who is doing the design of this project, study <br />this matter further, and this study was done by Mr. Glen <br />VanWormer who is a traffic engineer of that firm, and I would <br />like to have him present some of the points that he has <br />obtained from his most recent review. <br /> <br />MR. GLEN VAN WORMER: We had an opportunity to review the <br />street in question. We also had an opportunity to review <br />the questions raised by a number of the people at the hearing, <br />and also had the opportunity to review the concerns they expressed <br />in a petition submitted to the Council.
