<br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF ROSEVILLE, MINNESOTA <br /> <br />HELD - April 28, 1980 <br /> <br />* * * * * * * * * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br />of the City Council of the City of Roseville, Ramsey County, ~1innesota, <br />was duly held at the City Hall on Monday, April 28, 1980, at 7:30 P.M. <br /> <br />The following members were present: Mayor Demos, Councilmen <br />Anderson and Franke <br /> <br />and the following were absent: Councilmen Curley and Kehr. <br /> <br />Member Anderson introduced the following resolution and <br />moved its adoption: <br /> <br />RESOLUTION NO. 6947 <br /> <br />WHEREAS, the authority to make decisions regarding land use <br />and zoning questions has long been the province of <br />local governments; and <br /> <br />WHEREAS, land use and zoning should remain the authority of <br />local government; and <br /> <br />WHEREAS, the House of Representatives is presently considering <br />H.R. 5200 which would create an administrative court <br />within the Department of Housing and Urban Development <br />to handle complaints that local zoning is discrimina- <br />tory; and <br /> <br />WHEREAS, such an administrative court review of local zoning <br />violates principles of sound government because it <br />puts the federal government directly in local affairs; <br />and <br /> <br />WHEREAS, Representatives Harold Volkmer and James Sensenbrenner <br />have introduced an amendment which would eliminate the <br />Department of Housing and Urban Development Court; <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City <br />of Roseville urges the House of Representatives to <br />support the Volkmer- Sensenbrenner amendment, to H.R. <br />5200. <br /> <br />Member Franke seconded the motion and all present voted in <br />favor thereof. <br /> <br />WHEREUPON, said resolution was declared duly passed and adopted. <br />
