Fencing of Play Areas:For public or private parks and <br /> playgrounds located adjacent to a public right-of-way or <br /> railroad right-of-way,a landscaped yard area no less than <br /> 30 feet in width or a fence no less than 4 feet in height <br /> shall be installed between the facility and the right-of- <br /> way. <br /> 1011.09 Essential Services in All Districts: <br /> A. Purpose:The purpose of this Section is to provide for the <br /> installation of essential services in a manner that does not <br /> adversely affect the public health,safety,or welfare. <br /> B. Essential Services Allowed by Permit:The following <br /> essential services,when installed primarily for the use of City <br /> residents,shall only require a permit from the City Engineer: <br /> 1. All communication lines. <br /> 2. Underground electrical transmission lines,overhead <br /> utility lines,and electrical transmission lines intended to <br /> serve properties within the City. <br /> 3. Pipelines for distribution to individual properties within <br /> the City. <br /> • 4. Electrical substations with less than 33 KV. <br /> 5. Radio receivers and transmitters accessory to an essential <br /> service,when placed on an existing utility pole,tower,or <br /> light standard. <br /> 1011.10 Solar Energy Systems in All Districts: <br /> A. Solar energy systems are allowed as accessory uses in all <br /> zoning classifications where structures of any sort are <br /> allowed. <br /> B. Active solar energy systems shall be allowed as accessory uses <br /> in all zoning classifications where structures of any sort are <br /> allowed,subject to certain requirements as set forth below: <br /> 1. Height:Active solar systems must meet the following <br /> height requirements: <br /> a. Building-or roof- mounted solar energy systems <br /> shall not exceed the maximum allowed building <br /> height in any zoning district.For purposes for height <br /> measurement,solar energy systems other than <br /> building-integrated systems shall be considered to be <br /> mechanical devices and are restricted consistent with <br /> other such mechanical devices. <br /> • <br />
