B. Words and phrases shall be construed according to rules 411 <br /> of grammar and according to their common and accepted <br /> usage;but technical words and phrases and such others <br /> as have acquired a special meaning,or are defined in this <br /> Chapter,shall be construed according to such special <br /> meaning or their definition. <br /> C. References in this Chapter to this Title or to another Code <br /> provision,whether or not be a specific number,shall mean <br /> this Section,and the referred to Code provision,as then <br /> amended. <br /> D. The words"shall,""must,"and"will"are mandatory and not <br /> discretionary. <br /> E. The word"may"is permissive. <br /> F. The word"or"may be read"and,"and the word"and"may be <br /> read"or"as the sentence requires. <br /> G. If there is any ambiguity between the text of this ordinance <br /> and any caption or illustration,the text shall control. <br /> 1001.09 Sidebars <br /> This Title uses sidebars such as diagrams,charts,pictures,graphs, <br /> and commentary.The sidebar is for illustrative purposes to aide in 4111 <br /> interpreting the Code.It is provided for the convenience of the user <br /> of the Code and shall have no legal effect.Should there be a conflict <br /> between the Code language and the sidebar,the Code shall control. <br /> 1001.10 Severability of Parts of City Code <br /> It is hereby declared to be the intention of the Council that the <br /> sections,paragraphs,sentences,clauses,and phrases of the City <br /> Code are severable,and if any phrase,clause,sentence,paragraph, <br /> or section of the Code shall be declared unconstitutional by the <br /> valid judgment or decree of any court of competent jurisdiction, <br /> such unconstitutionality shall not affect any of the remaining <br /> phrases,clauses,sentences,paragraphs,and sections of the Code, <br /> since the same would have been enacted by the Council without <br /> the incorporation in the Code of any such unconstitutional phrases, <br /> clauses,sentences,paragraphs,or sections. <br /> 1001.11 Definitions <br /> The definitions in the Section shall be observed,unless it shall be <br /> otherwise expressly provided,or unless such definition should be <br /> inconsistent with the manifest of the provision,or unless the context <br /> clearly requires otherwise. <br /> • <br />
