• 1011.03 Landscaping and Screening in All Districts: <br /> A. Landscaping Generally: <br /> 1. Purpose.The City recognizes the aesthetic,ecological, <br /> and economic value of landscaping in both the natural <br /> and built environments,and has established minimum <br /> landscaping and screening requirements applicable <br /> throughout the City to serve the following objectives: <br /> a. Protect the health,safety,and general welfare of the <br /> community; <br /> b. Deter crime through the use of good environmental <br /> design practices; <br /> c. Promote the reestablishment of vegetation in the <br /> community for aesthetic,health,and wildlife reasons; <br /> d. Improve ground water quality; <br /> e. Reduce storm water runoff; <br /> f. Promote compatibility between land uses by <br /> reducing the visual,noise,dust,and lighting impacts <br /> of specific development on users of the site and <br /> abutting uses; <br /> g. Aid in energy conservation by providing shade from <br /> the sun and shelter from the wind; <br /> • h. Safeguard and enhance property values; <br /> i. Encourage a resourceful and prudent approach to <br /> urban development and break up expanses of paved <br /> areas and provide surface shade; <br /> j. Provide incentives for creative land use and good <br /> site design which preserves existing trees and <br /> maintenance of existing vegetation;and <br /> k. Provide an objective method for the replacement of <br /> trees. <br /> 2. Applicability:The Community Development <br /> Department may require additional landscaping or alter <br /> the placement of the landscaping as deemed appropriate. <br /> 3. Minimum Landscape Requirements: <br /> a. All open areas of a lot that are not used for buildings, <br /> parking or circulation areas,patios,or storage shall <br /> be landscaped with a combination of canopy trees, <br /> ornamental trees,evergreen trees,shrubs,flowers, <br /> sod,ground cover materials,and other site design <br /> features to ensure soil stabilization.This shall not <br /> apply to undisturbed areas retained in a natural state. <br /> b. All landscaping and site improvements shall be <br /> completed within 1 year after the certificate of <br /> • occupancy has been issued. <br />
