Regular City Council Meeting <br /> Monday, February 28, 2011 <br /> Page 27 <br /> Councilmember Johnson noted that the exercise would be simply shifting the pie <br /> internally, and not affecting the levy at all, but should include affects on capital <br /> needs; and positive/negative annually outlays; and would provide an interesting <br /> look from staffs perspective on where they would shift those resources with a ze- <br /> ro percent levy. <br /> Further clarification was discussed on the exercise to be followed; with Council- <br /> member Johnson suggesting a zero levy; and one with 10% off personnel and op- <br /> erating costs, with Department Heads to determine what that comes out to be. <br /> Councilmember Johnson clarified that this exercise should come from Depart- <br /> ments, and should be kept simple based on last year's priorities. <br /> Councilmember Willmus concurred, expressing interest in an incremental break- <br /> down at zero percent and -10%. <br /> City Manager Malinen noted some inflationary costs; insurance; variables on em- <br /> ployee costs; and reallocations and recommended adjustments to achieve zero <br /> percent. <br /> Councilmember Johnson observed that, at some point, the exercise would provide <br /> a realistic impact of that document on operations, with some programs going <br /> away; and expressing his personal interest in understanding the impacts to per- <br /> sonnel, capital and a rough understanding of how capital would be impacted as <br /> well. <br /> Mayor Roe clarified that this exercise would have the assumption that there would <br /> be no COLA factor involved,just current flat salaries. <br /> Further discussion included confirmation that the 2010 levy increase was at 1.9%; <br /> and clarification that there was no 2010 increase in the HRA levy,just a shift in <br /> Community Development costs. <br /> City Manager Malinen sought to clarify that the "what if' exercise would indicate <br /> what staff would do differently at a zero percent and -10% levy level. <br /> Councilmember Johnson clarified that the exercise would be for a zero percent <br /> budget; as well as a zero with minus 10% shift; and a zero with a shift between <br /> operating and capital. <br /> 14. City Manager Future Agenda Review <br /> City Manager Malinen reviewed upcoming agenda items; including adjustments based on <br /> impacts of discussions held at tonight's meeting. <br /> After discussion of scheduling issues and whether to schedule a special meeting for inter- <br /> views, or delegating those interviews to Communications staff and/or Commission <br />
