August 1, 2005 <br /> Mr. Duane Schwartz <br /> 2660 Civic Center Drive <br /> Roseville, MN 55113 <br /> Dear Mr. Schwartz; <br /> The data collected regarding traffic on Josephine Road confirm the concern of the local citizens— <br /> safety and the planning for future growth. Below is an outline of each area of concern and a <br /> recommendation for action. <br /> 1) Traffic Levels-Based on the data,the through traffic volumes on Woodhill Drive are roughly <br /> equal to the traffic volume on Josephine Road. The differences in the width of these streets <br /> and the number of residential drives on the streets are vastly different,yet the through traffic <br /> volumes are roughly equal. Josephine Road is a narrow street with many residential drives, a <br /> slight A4-4 s; ibili r,mid:pedestrians._ .ulting.;in a dangergas situation. ...w.. . <br /> Before construction of the Presbyterian Homes planned for Hamlin Avenue and County C2, <br /> with an expected 90-100 units, action is needed to provide additional routes for through traffic. <br /> With the current road situation,Ambulances heading to the Presbyterian Homes from the <br /> dispatch center(located in Arden Hill behind Cub Foods off Lexington)will travel south on <br /> Lexington to Josephine Road. Ambulances,traveling at higher rates of speed on a narrow <br /> street with limited visibility and no shoulder for drivers to safely pull off,along with the <br /> additional through traffic from the Presbyterian Homes residents makes this situation volatile. <br /> 2) Excessive Speed.-While the data collected indicated average speeds were reduced from 38 <br /> to 32 MPHe location for measurement was only one block from the intersection where <br /> autos are either slowing or not yet fully accelerated in the past,the speed measurements <br /> were taken from the center of the street,rather than near the intersection. Therefore, speed <br /> continues to be an unresolved issue on Josephine Road. As residents we observe most <br /> speeders to be people using the road as a commuting through route. <br /> 3) Street Width and Residential Drives—Between Lexington and Hamlin,Josephine Road is <br /> only 32 feet wide and has 32 driveway entries. W ith over 2200 cars using this street as a <br /> daily commuter route, backing out is dangerous. In contrast,county C2 has a width of 66 feet <br /> with only 23 residential drives between Lexington and Hamline, making County C2 a good `' <br /> alternative to share some of this daily commuter through traffic. `NY I <br /> &r <br /> Below are two recommendations s to adders the kerns identified above: is y <br /> 1) Open County C2 between Lexington and Hamline Avenues to allow for additional through 3)._ <br /> routes to support current and future traffic loads on a wider,safer street. p-k,w <br /> 2) Place a stop sign at the intersection of Josephine Road and Merrill Street to reduce the WI <br /> speed of through traffic traveling on Josephine Road between Lexington and Hamlin. <br /> Providing County C2 as an additional through route and a stop sign at Josephine and Merrill,we <br /> believe the issues will be resolved.
