November 23, 2010 <br />Grass Lake Watershed Management Organization <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br />Dear Mr. Ferrington: <br />[01 <br />w a t e r <br />e c o l o g y <br />C0111111l111ity <br />We would like to thank you and the Grass Lake Watershed Management Organization's (GLWMO) <br />Board of Commissioners for selecting EOR to assist you in the development of the GLWMO' 3rd <br />Generation Watershed Management Plan. <br />Attached please find a revised work plan, timeline and budget that reflects the changes requested by the <br />GLWMO board of Commissioners. As our proposal demonstrates, EOR has extensive experience <br />developing watershed management plans (WMPs) for watershed districts and watershed management <br />organizations in the Twin Cities Metropolitan Area. Our team has had the experience of developing 3 <br />generation WMPs using 2 11d generation plans developed by other consultants as well as by using plans <br />previously developed by EOR. The EOR team would like the GLWMO Board of Commissioners to <br />understand that this proposal reflects the true cost of the project (e.g. there are no hidden costs that we <br />hope to recover through change orders at a later date) and we are committed to completing the project <br />within the original budget. In an effort to maintain clear lines of communication and to stay within the <br />original scope of work, EOR is requesting that a single point of contact or a plan development sub- <br />committee with technical experience in the watershed management plan development process be <br />appointed. <br />Given the tight timeline for this project and the desire to gain active participation from the numerous <br />stakeholder groups present in the organization, EOR has dedicated Cecilio Olivier, a resident of the <br />GLWMO to serve as the principal -in- charge of the project. Not only is Cecilio aware of the water <br />quality and water quantity issues facing the waterbodies of the GLWMO, he is also aware of the residents <br />concerns with future management of the resources. In addition, a number of the project team members <br />have experience working with the watershed districts and watershed management organizations <br />surrounding the GLWMO. <br />Thank you very much for the opportunity to offer our services.
