1 Page 2, B -6 Financial Report (Chair Ferrington) <br />2 Correct first sentence to read: "The Board expressed concern about the format of the <br />3 report and a desire to that the format...." <br />4 Second sentence: Correct spelling of Chair Ferrington's name. <br />5 Page 3, C -1 Approve Invoices (Member Eckman) <br />6 Correct motion to include the invoice amount for Barr Engineer. <br />7 Ayes: 4 <br />8 Nays: 0 <br />9 Motion carried. <br />10 <br />11 Introduction of Melissa Lewis, Board of Water and Soil Resources (BWSR), Annual <br />12 Reporting Guidelines <br />13 Chair Ferrington introduced Ms. Melissa Lewis, with BWSR, noting ongoing conversations <br />14 since November of 2009 for a better understanding by the GLWMO on annual reporting to the <br />15 BWSR. <br />16 <br />17 Ms. Lewis advised that past annual activity reports and audits had been part of the City of <br />18 Roseville's annual audit, but under new requirements of the MN Rules, the annual report must <br />19 now include a balance sheet and a classification for all revenue and expenditures in order to <br />20 provide full disclosure. Ms. Lewis provided an approved sample from the Vermillion Water <br />21 Management Organization to Mr. Schwartz for future distribution to members; and noted that the <br />22 MN Rule required receipt of the report from the WMO within one hundred twenty (120) days <br />23 from the end of their fiscal year, which would be the end of April for the GLWMO. Ms. Lewis <br />24 noted that the GLWMO's newly approved grant funds would be held by the BWSR until the <br />25 2009 audit had been received in its appropriate format; and suggested that the GLWMO contact <br />26 the State Auditor's Office for additional information on the requirements, with both the BWSR <br />27 and State Auditor recipients of the audit forms upon their completion. <br />28 <br />29 Ms. Lewis further noted that, in accordance with the State Rule, the current Watershed Plan <br />30 expires in August of 2011, and the GLWMO would need to provide plans in the activity report <br />31 on a schedule and steps for initiating work on the next one in order to comply with the 2010 <br />32 work plan. Ms. Lewis advised that this requirement was in accordance with MN Rule 8410, but <br />33 that the rule was scheduled to be revised shortly, and may ultimately require additional items. <br />34 Ms. Lewis requested that the GLWMO keep her informed throughout their submittal process to <br />35 allow her to provide assistance and guidance. <br />36 <br />37 Discussion included approximate timeline for future changes; how to meet the April 30 deadline <br />38 and potential penalties, with Ms. Lewis advising that the only penalty would consist of holding <br />39 up funding from the Alladin Street Grant until adequate paperwork had been submitted; review <br />40 of the City of Roseville's 2009 Audit upon completion to determine if information provided is <br />41 consistent with the MN Rule; and the need for formal action by the GLWMO for approval and <br />42 acceptance prior to submission. <br />43 <br />44 Mr. Maloney advised that when the City of Shoreview went through a similar process ten (10) <br />45 years ago to update the plan, opined that the rewrite may not be as dramatic as this proposed <br />46 Rule change, and questioned how to predict the budget impact. <br />2 <br />
