<br />r, <br /> <br />EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL <br />. OF ROSEVILLE, MINNESOTA - HELD <br /> <br />November 10, 1980 <br /> <br />* * * * * * * * * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br />of the City Council of the City of Roseville, Minnesota, was duly <br />held at the City Hall in said City on Monday, the lOth day of <br />November, 1980, at 7:30 p.m. <br /> <br />The following members were present: M.ayor. Demos, <br />Councilmernbers Franke, Kehr and Curley <br />and the following were absent: none <br /> <br />Counci lman Curley <br />the following resolution. <br /> <br />introduced and moved the adoption of <br /> <br />RESOLUTION NO. 70Ft7 <br /> <br />WHEREAS, the City of Roseville has been provided with a <br />copy of the proposed rules and regulations of the Rice Creek Water <br />Shed District; and <br /> <br />WHEREAS, these rules and regulations are scheduled to be <br />considered by the Rice Creek Board of Managers at a public hearing <br />on November 12, 1980; and <br /> <br />WHEREAS, these rules and regulations contain several sections <br />which the City of Rosevi11e strongly objects to; and <br /> <br />\.jHEREAS, the rules and regulations appear to demonstrate a <br />philosophy of the Rice Creek Board of Managers as being a regulatory <br />agency rather than a organization serving to coordinate storm water <br />activities and identify problems to carry out those functions not able <br />to be undertaken by the local governmental units; and <br /> <br />WHEREAS, the City of Rosevi11e continues to desire to develop <br />a master storm water plan in conjunction with the Rice Creek Water <br />Shed Board of Managers; and <br /> <br />WHEREAS, the City of Rosevi11e wishes to be a party to working <br />out improved rules and regulations; <br /> <br />THEREFORE, BE IT RESOLVED that the City of Rosevi11e does <br />hereby go on record as opposing the rules and regulations of the <br />Rice Creek Watershed District which are being considered at public <br />hearing on November 12, 1980; <br /> <br />BE IT FURTHER RESOLVED, that the City is very concerned about <br />the direction of.the.Rice Creek Watershed as a regulatory agency rather <br />than as a coordlnatlng agency to carry out those functions not able to <br />be undertaken by the local governmental units. <br />
