Michael Goodnature, Conservation Specialist with Ramsey Conservation District (RCD) <br />Mr. Goodnature provided as a bench handout, attached hereto and made a part hereof, a revised <br />proposal and narrative to replace the proposal included in tonight's meeting agenda packet from <br />Ramsey Conservation District (RCD) to provide Administrative Services, with a breakdown of <br />costs for individual tasks /services. <br />Mr. Goodnature reviewed the proposal, for Mr. Goodnature to provide administrative support for <br />the GLWMO in 2011, similar to the services agreement approved by the GLWMO Board on <br />February 4, 2010 for services during 2010. The proposal's narrative provided background <br />information on Mr. Goodnature and Ms. Ann WhiteEagle, the new RCD Office <br />Manager /Administrative Assistant; and provided a breakdown of tasks with some hourly costs <br />revised, and a few tasks changed from the previous RCD proposal in the meeting packet. <br />Chair Ferrington suggested that individual Board Members feel free to contact either proposers <br />personally outside the Board meeting if they had specific questions between tonight's meeting <br />and the December 15, 2010 meeting, at which time a selection of providers will be made by the <br />Board, allowing for the provider to be in place by the January 2011 meeting. <br />Mr. Goodnature clarified that the RCD will continue to provide administrative services to the <br />GLWMO, as per the existing contract, through the end of 2010. <br />Member Manzara noted that Ryan Johnson, Urban BMP Specialist with the RCD provided <br />assistance to the GLWMO Board and questioned if a more formal arrangement, rather than the <br />current verbal coordination, was indicated if a provider other than the RCD was selected by the <br />GLWMO Board. Member Manzara questioned whether there was another solution for <br />administrative assistance for coordination with RCD staff in accordance with current procedures. <br />Mr. Goodnature advised that he foresaw no problems in Mr. Johnson's continued assistance to <br />the GLWMO Board to provide assistance with citizens for installation of storm water <br />management programs or for future grant applications by the GLWMO. <br />Member Manzara questioned if Mr. Goodnature saw a need to include that confirmation in the <br />2011 Professional Services Agreement. Mr. Goodnature responding that he saw the Professional <br />Services Agreement provider and RCD staff support to the GLWMO as two separate programs <br />altogether. <br />Chair Ferrington reviewed the history of the cost -share program with RCD. However, Chair <br />Ferrington advised that to -date a copy of previous cost -share agreements had not been located. <br />Consequently, no record may exist to spell out the details of previous arrangements, and noted <br />that the program predated his membership in the GLWMO. Chair Ferrington also indicated that <br />he had requested from Member and former GLWMO Chair Eckman any historical information <br />with regard to the cost -share program. Chair Ferrington questioned if city representatives, Mr. <br />Schwartz or Mr. Maloney could provide additional information on the process used to establish <br />the cost -share program. <br />8 <br />
