505 GLWMO involvement in discussions /negotiations of the Lake Wabasso weir, as well as <br />506 similar projects throughout its history. <br />507 <br />508 Members concurred that this history would benefit the general public and should be included as <br />509 part of the educational opportunities discussed in 2011. <br />510 <br />511 Member Eckman noted that Mr. Schwartz had advised that there were archived historical <br />512 GLWMO records stored at the Roseville City Hall, <br />513 <br />514 Mr. Maloney advised that the City of Shoreview also had archived historical GLWMO records at <br />515 the Shoreview City Hall, occurring when the two cities interchanged administration of the <br />516 WMO. <br />517 <br />518 Ms. Bloom concurred, noting that both cities had retained records during their respective <br />519 administration of the WMO. <br />520 <br />521 Member Eckman advised that those records needed to be sorted and the historical timeline <br />522 revised accordingly, with members recognizing the massive undertaking involved in that <br />523 process. <br />524 <br />525 Chair Ferrington clarified, and Mr. Maloney concurred, the critical need for the Board to <br />526 differentiate and define the legal terminology for "services" contracted with individuals to <br />527 provide a product versus "support" indicating matching or in -kind contributions. Chair <br />528 Ferrington advised that the historical timeline needed to reflect that differentiation as well. <br />529 <br />530 Mr. Maloney further clarified the intent to differentiate between vendor relationships versus <br />531 partner relationships, or vendors versus technical support. Mr. Maloney noted that, technically <br />532 when cities administered the WMO, they billed the GLWMO for those services to be transparent <br />533 to the public the allotted services provided specific to the city's administration duties of the <br />534 WMO. <br />535 <br />536 While Members concurred that additional detail for the historical timeline was needed, <br />537 maintaining and revising it would be much easier to accomplish by Member Eckman. <br />538 <br />539 Member Manzara thanked Member Eckman for this benchmark work, opining that what had <br />540 been accomplished to -date was priceless, and allowed for addition of significant events in the <br />541 future as they occurred, with linkages to appropriate surveys and referencing other data. <br />542 <br />543 2001 Watershed Management Plan <br />544 Chair Ferrington led discussions on how the Second Generation Plan had served the GLWMO <br />545 and enabled initiation of actions to address area concerns and develop a more stringent plan than <br />546 required by the state, indicating the WMO's proactive interest in water quality issues. <br />547 <br />548 Mr. Maloney noted that, with the GLWMO water body classification system, the City of <br />549 Shoreview adopted that system when doing their Water Management Plan; cautioning that, if the <br />12 <br />
