<br />fu 7072- <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Rosevi11e <br />Ramsey County, Minnesota <br /> <br />November 17, 1980 <br /> <br />Pursuant to due call and notice thereof, a special meeting of <br /> <br />the City Council of the City of Rosevi11e, Minnesota, was held in <br /> <br />the City Hall in said City on Monday, November 17, 1980, at 7:00 <br /> <br />o'clock p. m. <br /> <br />The following members were present: Mayor Demos and Councilmen <br /> <br />Curley, Kehr and Franke; and the following were absent: One <br /> <br />Vacancy. <br /> <br />Also present were James F. Andre, City Manager; Robert Bell, <br /> <br />City Attorney; Charles Honchel1, City Public Works Director; and <br /> <br />Peter S. Popovich, City Bond Consultant. <br /> <br />~ffiYOR DEMOS: This hearing is for Improvement P~80-26, Lovell <br /> <br />Avenue from St. A1bans to Grotto, paving, curb and gutter. <br /> <br />MR. ANDRE: We have the certificate of mailing and affidavit <br />of publication for this project on file. <br /> <br />. MR. HONCHELL: As in the case of the past projects we have been <br />considerinq tonight, this is for the upgrading of an existing <br />roadway. This is on Lovell between Grotto and St. Albans. To <br />the east on Lovell is an already upgraded roadway that is 32 feet <br />wide. It does have concrete curb and gutter, and does have asphalt <br />paving so this is one case where the people know what it will look <br />like. <br /> <br />The proposal would be to extend that piece of Lovell that is <br />east of St. Albans, on to Grotto. It would be in the same align- <br />ment, the same width, same general type of pavement. In this par- <br />ticular case, the petition came from the existing homes on the north <br />side of the road. Those were homes that have been there for several <br />years. There is a relatively new plat that exists on the south <br />side of the road, and homes are just beginning to be built there. I <br />think there are two, or perhaps three, homes that already exist. <br />The rest are vacant property. The roadway today is approximately <br />25 feet wide, and is built entirely on the north half of the <br />right-of-way. That's because at the time this originally was done <br />there was no right-of-way on the south half. With the platting <br />came the acquisition of the right-of-way and it would be proposed <br />
