4

MR. HONCHELL: We have a catch basin on the entire section of
(inaudible) and Burke. We attempt, wherever we can, to intercept
the water so it's not on the street and not getting under the
street and undermining the street. The reason you're being
included, as I say, your water in our opinion (inaudible) This
is a preliminary appraisal. If the project goes through we will be
doing a more complete survey. The water does go westerly.

MR. FOX: In your second hearing tonight that was turned down,
you said that was so steep they'd have to cut into some of
their bank, but the people in the next hearing, they went along
with the street, but you didn't go back to the first people and
assess them. There was a (inaudible) sewer on that second one.

MR. HONCHELL: That was an existing one.

MR. FOX: I have a storm sewer in front of my house.

MR. HONCHELL: Your front yard drains toward County Road B.
The rear yards drain back to the south. You have not been assessed
ever in history for any storm drainage. The Council has not had a
policy of assessing people twice just because their property happens
to split and go part north and part south, so that you have not
ever been assessed for any storm drainage according to our records.
That's the reason you're at least included in this one.

MR. FOX: The Mayor said if you buy a house on County Road B
you don't have any assessments.

MAYOR DEMOS: I didn't say that.

MR. FOX: You mentioned County Road B and said that all assess-
ments were paid for and now you're going to put one on.

MAYOR DEMOS: I did not make that statement.

MR. FOX: You're darn right she did. If they want a road on
Burke, fine, I don't care. We got a good road on County Road B.
We got the most (inaudible) but I don't see why we should be
assessed. I don't care what you do with my water in my back yard -
it will never get down to Pascal. After a heavy rain it sits in the
back yard, pooled, until the ground thaws and goes down, or it
finally seeps past all these fences and bushes.

MR. WARREN KAPITAN, 1446 West County Road B: For 26 years we
have gone through many meetings with the Town Council and have gone
along with your nursing home, your Control Data, your Roseville Bank,
and Har Mar. (inaudible) Har Mar we had a meeting with this Council
and with their lawyers and reluctantly we agreed to be in favor of
Har Mar because we thought it was for the advancement of this
village. In repayment we got curb and pavement so we've paid for
our storm sewer. Before Har Mar could build they had to drain the
slough hole out in back and they put the stor~m sewer through and
that storm sewer is into which our water in our back yards drains.
If it's only $168 I'm happy to pass the hat for these people on
