4

lived with because of the availability of other parking.
This would be (inaudible), and by raising the street would make
it match bet ter with the existing lots.

MR. POPOVICH: I will give you the assessment figures by
each improvement. Taking Belmont Lane including Pascal, the
total cost is $122,380, and some 70% of the people petitioned
for it. The storm sewer portion is $22,055, and the street,
curb and gutter of Belmont with Pascal would be $l16,2l3.
If it's totally assessed it would be $42.04 a front foot. Based
on the 25% rule it's $lO.5l. The storm sewer portion would
be added. At 100% it would be $711.47 a unit. At 25% it
would be $l77.

The Eldridge improvement was 58% petitioned for. The total
cost is $128,232. The estimated cost per foot would be $48.05
and at the 25% rate, $l2.0l a foot. Since these streets are
close to each other they make a natural for consolidation. The
consolidated figures would have a total cost, including Eldridge,
Belmont and Pascal, of $228,558. Estimated cost per foot is
$45.55. At the 25% rate it's $ll.39.

Again, this would be spread over the period not to exceed
15 years, with the assessment hearing this fall, and the
interest rate would be determined at that time depending on our
bond sale and what interest rate we received there.

MAYOR DEMOS: Any written statements?

MR. ANDRE: We have two letters, one opposed from l424
West Eldridge, and one in favor of the project at l44l West
Eldridge.

l1AYOR DEMOS: I will open the hearing to the public, and ask
that you come to the microphone and speak for or against the
development.

MR. ROBERT WUSSLER, 1433 Belmont Lane: I'm the petitioner
on Belmont Lane. I just have one question about the storm sewer
part. There were going to be catch basins in the middle of the
block, but the problem - the drainage problem is right off of
Hamline. It's just practically flat there and that's where the
water stands, unless you're going to grade the street in a
different way.

MR. HONCHELL: We can do some minor regrading (inaudible).
One of the gentlemen came up and expressed the same problem
during the recent (inaudible). Until Hamline has its improve-
ment by itself by the County and we are able to locate (inaudible).
There is drainage on Hamline but we can't put catch basins in
everyone of the low spots. We need to have curb and gutter so
it doesn't flow off the side of Hamline (inaudible). Until the
roadway is done on Hamline - we may be able to help it some.
I wouldn't tell you we can solve (inaudible).
