~ J(} 7~ Extract of Minutes of Meeting of City Council City of Roseville Ramsey County, Minnesota November 17, 1980 Pursuant to due call and notice thereof, a special meeting of the City Council of the City of Roseville, Minnesota, was held in the City Hall in said City on Monday, November 17, 1980, at 7:00 o'clock p. m. The following members were present: Mayor Demos and Councilmen Curley, Kehr and Franke; and the following were absent: One Vacancy. Also present were James F. Andre, City Manager; Robert Bell, City Attorney; Charles Honchell, City Public Works Director; and Peter S. Popovich, City Bond Consultant. MAYOR DEMOS: We are going to hear the next two projects together. The first is P-80-27, Eldridge Avenue from Hamline to Pascal Avenue, and Pascal from Eldridge to Belmont Lane, paving, curb and gutter and storm sewer. The second is P-ST-80-32, Belmont Lane from Hamline to Pascal Avenue, paving, curb and gutter and storm sewer. MR. ANDRE: We have the certificate of mailing and affidavit of publication for these projects on file. y~. HONCHELL: It's more desirable to hold these two public improvements concurrently, the reason being that they have one thing very much in common, although they have some other things that aren't. Eldridge Avenue between Hamline on the east and Pascal on the west is somewhat similar to Burke Avenue that you just considered, namely that it's an existing road mix street that's been petitioned for to be up-graded. The petition was signed by 58% of the property owners. Now to Belmont. The same limits of Hamline to Pascal,once again an existing roadway pro- posed to be up-graded to meet the City requirements of standard construction. That particular improvement was petitioned for by approximately 70% of the property owners involved. By now, some of you may have become experts on City policy. We try to catch the so-called side streets when frontage improvements are done, and this is Pascal between Eldridge and Belmont. That's
