<br />~ J(} 7~ <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />November 17, 1980 <br /> <br />Pursuant to due call and notice thereof, a special meeting of <br /> <br />the City Council of the City of Roseville, Minnesota, was held in <br /> <br />the City Hall in said City on Monday, November 17, 1980, at 7:00 <br /> <br />o'clock p. m. <br /> <br />The following members were present: Mayor Demos and Councilmen <br /> <br />Curley, Kehr and Franke; and the following were absent: One <br /> <br />Vacancy. <br /> <br />Also present were James F. Andre, City Manager; Robert Bell, <br /> <br />City Attorney; Charles Honchell, City Public Works Director; and <br /> <br />Peter S. Popovich, City Bond Consultant. <br /> <br />MAYOR DEMOS: We are going to hear the next two projects <br />together. The first is P-80-27, Eldridge Avenue from Hamline to <br />Pascal Avenue, and Pascal from Eldridge to Belmont Lane, paving, <br />curb and gutter and storm sewer. The second is P-ST-80-32, Belmont <br />Lane from Hamline to Pascal Avenue, paving, curb and gutter and <br />storm sewer. <br /> <br />MR. ANDRE: We have the certificate of mailing and affidavit <br />of publication for these projects on file. <br /> <br />y~. HONCHELL: It's more desirable to hold these two public <br />improvements concurrently, the reason being that they have one <br />thing very much in common, although they have some other things <br />that aren't. Eldridge Avenue between Hamline on the east and <br />Pascal on the west is somewhat similar to Burke Avenue that you <br />just considered, namely that it's an existing road mix street <br />that's been petitioned for to be up-graded. The petition was <br />signed by 58% of the property owners. Now to Belmont. The same <br />limits of Hamline to Pascal,once again an existing roadway pro- <br />posed to be up-graded to meet the City requirements of standard <br />construction. That particular improvement was petitioned for by <br />approximately 70% of the property owners involved. <br /> <br />By now, some of you may have become experts on City policy. We <br />try to catch the so-called side streets when frontage improvements <br />are done, and this is Pascal between Eldridge and Belmont. That's <br />
