<br />/Le <br /> <br />7077 <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />November 20, 1980 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was <br /> <br />held in the City Hall in said City on Thursday, November 20, 1980, <br /> <br />at 7:00 ~'clock p. m. <br /> <br />The following members were present: Mayor Demos and Council- <br /> <br />men Curley, Franke, and Kehr; and the following were absent: <br /> <br />One Vacancy. <br /> <br />Also present were James F. Andre, City Manager; Robert Bell, <br /> <br />City Attorney; Charles Honchell, City Public Works Director; and <br />Peter S. Popovich, City Bond Consultant. <br />MAYOR DEMOS: The first matter of business is a public hearing <br /> <br />on Improvement ST-P- 80-28, Irene Street from Oakcrest to Rose <br /> <br />Place and Rose Place from Oakcrest to Cohansey, paving, curb and gutter <br /> <br />and storm sewer. <br /> <br />~ffi. ANDRE: We have the certificate of mailing and affidavit <br />of publication for this project on file. <br /> <br />MR. HONCHELL: This project is the result of a petition signed <br />by 12 of the 22 property owners along Irene Street and Rose Place. <br />The petition was for the reconstruction of the road, to provide <br />what's called a standard Roseville residential street. The <br />existing facilities are a road-mix bituminous street approximately <br />30 feet in width, and located roughly in the center of the existing <br />right-of-way. <br /> <br />Some of the features along this roadway include drainage swales <br />that come between several of the homes along the east side of Irene <br />Street. There are numerous four to eight inch ash trees located along <br />the right-of-way, with nearly one for every lot. These are roughly <br />five feet back from the existing asphalt. <br />
