<br />!Zt- lo7JY <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />November 20, 1980 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br />of the City Council of the City of Roseville, Minnesota, was <br /> <br />held in the City Hall in said City on Thursday, November 20, 1980, <br />at 7:00 o'clock p. m. <br /> <br />The following members were present: Mayor Demos and Council- <br />men Curley, Franke, and Kehr; and the following were absent: <br />One Vacancy. <br /> <br />Also present were James F. Andre, City Manager; Robert Bell, <br /> <br />City Attorney; Charles Honchell, City Public Works Director; and <br /> <br />Peter S. Popovich, City Bond Consultant. <br /> <br />MAYOR DEMOS: The next hearing is P-80-23, Patton Road from <br />Millwood to Stanbridge Avenue, paving, curb and gutter. <br /> <br />MR. ANDRE: The legal notices are on file. <br /> <br />MR. HONCHELL: This project is, quite similar to the previous <br />one in that it's an existing road mix pavement in a residential area <br />and a petition was presented, signed by 64% of the property owners <br />requesting that the roadway be upgraded to the City standard. <br /> <br />The conditions that exist currently are a roadway that is 28 <br />to 31 feet wide, depending on the exact location. The roadway generally <br />slopes from Millwood toward Stanbridge. At Stanbridge there are <br />existing catch basins to pick up the drainage. The property on both <br />sides of the road is somew-at higher than the roadway, both the homes, <br />the yards, and the driveways. Most of the properties have concrete <br />driveways. There are three or four asphalt - and come all the way <br />down to the edge of the roadway itself. There are several fairly <br />steep grades for these existing driveways, and the City took that into <br />account when it reviewed the possible ways of reconstructing the <br />roadway. <br /> <br />There are several trees along the right-of-way on both sides. <br />Itls again anticipated that there will not be much impact on these trees. <br />There is one - rIm not sure - this lot or that - but one tree that <br />looks like it might be close to the roadway and we're not sure yet <br />if it will be saved. <br />
