<br />5 <br /> <br />Area E is over near Hamline and would consist of two pieces <br />of pipe, one coming along Lydia, picking up the intersections; <br />the second picking up the water in front of the school board <br />property which I am sure you have seen under several feet of <br />water; picking up the intersection of Millwood at Hamline, <br />Sheldon and Millwood and Albert and Millwood. The last piece is a <br />little section of F (inaudible) to put a small portion of <br />pipe to pick up the low areas that exist immediately on the east <br />side of Hamline and stand in the driveways at that location <br />because there are no facilities to carry them to the north. <br /> <br />We feel this work can be done so it doesn't interfe~with <br />generally getting to and from the homes. We feel it would not <br />have any impact on any tree or natural vegetation, and that it <br />is a good project for the overall neighborhood and for the roadway <br />system. <br /> <br />MR. POPOVICH: This improvement had a published cost of <br />$179,880 which was a typographical error, and that is the reason <br />we're holding an informational hearing. The cost is $646,625. <br />The next two improvements - 80-18 and 80-29 tie into this and <br />would be considered in the light of what eventually happens to <br />this particular improvement. <br /> <br />The $646,000 includes the restoration of Lydia Avenue and if <br />that were done the total estimated cost per unit would be $2,222. <br />Based on the 25% rate that's being recommended, it would come to <br />$555.52 per lot which, of course, would be spread over a period <br />not to exceed 15 years at one-fifteenth of $555 paid each year <br />together with accrued interest. If Lydia is not repaired, the <br />storm sewer portion is $560,968. Then the cost is reduced to <br />$1,927 per unit and at the 25% rate that would be assessed with the <br />City picking up the other 75%, it would be $481.93 per unit <br />divided by 15 years, or one-fifte'enth of that each year together <br />with the interest carrying charge. <br /> <br />The Council may wish to hear from the people tonight as to how <br />they feel and we will move to continue the hearing to January 26, <br />and the other two improvements that tie into this, we can hear those <br />tonight and lay those over, or whatever the Council may decide <br />at that time. <br /> <br />MR.
