<br />7 <br /> <br />Church. How come there are no catch basins anyplace along Hamline <br />along there? If you're not going to put in curbs, or even the <br />blacktop curb as such, what's going to keep the water from <br />running to the ditch and how will it find the catch basins? <br /> <br />MR. HONCHELL: The reason for the basins where you see them is <br />because - at least our observation was - that immediately south <br />of that the water is not being able to move freely to the north. <br />We have been told that and I guess on one rainy occasion that's <br />what I ovserved. There are some culverts in the area but they don't <br />function. They're buried. They are not functioning, and based <br />on the request we had is why that was included. <br /> <br />As far as the answer to your question why we don't keep going, <br />as probably you know, Hamline is under county jurisdiction so we <br />don't get the option of whether we put curb on or not. The <br />county seeks along that area to let the water run off the side, <br />put it in a swale or ditch beside the roadway. Once it gets to <br />the Advent Church, generally around the Lydia area, our observa- <br />tion was that it continued to flow northerly more freely and to <br />eventually get to Josephine and move to the east. <br /> <br />MR. FERLAAK: I think there should be somebody sent out there to <br />get some sightings because that is not the lay of the land. All <br />of the water during a rain lays like a lake in front of Advent <br />Church (inaudible) and into the area and there were no catch basins <br />put in that pipe to take the water at the time and I think there <br />should be a visit paid out there how you're going to get the water <br />down the street when the ditch is lower. Will you have a blacktop <br />curb so the water has something to flow against, or how are you <br />going to take care of it? I don't think that little area has been <br />studied enough after a rain to see what is happening there (inaudible). <br />It's like a lake in front of Advent Lutheran Church and it's the same <br />puddle as over in E at the corner' of Lydia where you now have a <br />catch basin, but that all lays in front of Advent Lutheran and I <br />can't see that the whole thing continues going on downhill all the <br />way to the corner of Josephine, and what are those two little <br />catch basins going to do there when they should be farther down <br />and catching the water? <br /> <br />~ffi. HONCHELL: The reason they're placed where they are is <br />because of an observed blockage that we saw was standing in the <br />driveways in that location. That's not to say there aren't some <br />other locations. <br /> <br />~~YOR DEMOS: These are not working drawings. There will be <br />far more refinement done before the work is done. These are <br />preliminary designs. We don't spend the time and energy to totally <br />refine these. <br /> <br />MR. CARL STORM, 2946 Hamline: I live third lot south of <br />Advent Church. It's true the water does stand there, but this water <br />dissipates right away. I have lived there 28 years and never had a <br />water problem.
