367 motion could clarify that action further. Discussion ensued regarding retaining the
368 Board' s management ability of water bodies with the State Classification System; no net
369 degradation from today's Plan; jurisdictional considerations for wetlands and their
370 management standards under the Third Generation Plan and whether it may transcend the
371 Wetlands Act; considerations with construction of storm water ponds and meeting
372 technical criteria of a wetland but created for the intent of storm water management; and
373 community alternatives for storm water management creating a potential to fill in a
374 wetland (e.g. Central Park in Roseville). Ms. Correll noted that the Wetlands Act only
375 talked about wetland fill; and referenced table columns and applicable standards that
376 would apply to a wetland and /or storm water management pond. Ms. Correll used
377 Bennett Lake as an example of a wetland, now classified as a shallow lake as more water
378 was introduced into it. Ms. Correll suggested, prior to further discussion, further review
379 of the Wetlands Act be researched by EOR.
380
381 After further discussion, Board members concurred with Len Ferrington that Motion 11-
382 02 -06 dated February 17, 2011 could stand as is with a supplemental motion.
383
384 Supplemental Motion 11 -03 -12 to Motion 11 -02 -06 made at February 17 meeting
385
386 (Motion 11 -02 -06
387 Member Miller moved, and Member Westerberg seconded, the GLWMO adopt the State of
388 Minnesota water resource Classification system and the associated water quality standards for
389 incorporation into the Third Generation Plan.
390 Ayes: 3
391 Nays: 0
392 Motion carried.)
393
394 Member Miller moved, and Member Von De Linde seconded, clarification that previous
395 action of the GLWMO was intended to adopt the State of Minnesota Water Resource
396 Classification System and associated water quality standards for incorporation into the
397 Third Generation Plan unless existing 2001 Water Management Plan standards were
398 more protective; with the overall intent of the GLWMO Board to apply whichever
399 standard is most protective of the resource.
400 Ayes: 4
401 Nays: 0
402 Motion carried.
403
404 Action Step
405 Chair Pro Tem Eckman directed EOR to include formation of a Technical Advisory
406 Committee into the 3 Generation Plan for the purpose of providing counsel and
407 recommendations to the GLWMO Board on issues that the Board requests assistance.
408 Ms. Correll distributed an updated Implementation Schedule, attached hereto and made
409 a part hereof, seeking additional Board Member feedback, having incorporated their
410 previous comments in this draft, but needing additional feedback prior to presentation at
411 the March 22, 2011 Stakeholder meeting, along with posters previously displayed with
412 the addition of proposed implementation items for each water body.
9
