Regular City Council Meeting <br /> Monday,April 11, 2011 <br /> Page 23 <br /> At the request of Councilmember Pust, Mr. Miller responded that health care rate <br /> increase information would not be available until the end of September. <br /> Mayor Roe advised that it was the City Council's assumption and part of the City <br /> Manager's job in managing the organization, to develop a budget based on the <br /> marketplace and with City Council input. <br /> Mr. Grefenberg spoke in support of freezing salaries for any employees making <br /> $65,000 or more per year, based on his personal philosophy of fairness to those <br /> lowest paid. <br /> Councilmember McGehee noted that her personal exercise called for voluntary <br /> furloughs by all employees versus eliminating staff or asking them to take on <br /> more out-of-pocket health care costs. <br /> Mayor Roe expressed appreciation for public comments heard this evening, and <br /> advised that time was scheduled in July for additional public comment on actual <br /> proposed budget programs, services, and funding allocations. <br /> Councilmember Willmus, in addressing Mr. Houck's comments, noted the vary- <br /> ing opinions from those having a background in Economics; and opined that there <br /> were other services and programs specific to and just as vital to the health and <br /> welfare of Roseville as the Fire and Police Departments; and having made the <br /> community what it was today. Councilmember Willmus advised that he would <br /> personally be supporting those programs and services as well as the whole picture <br /> was considered. <br /> 14. City Manager Future Agenda Review <br /> City Manager Malinen reviewed upcoming agenda items. <br /> 15. Councilmember-Initiated Items for Future Meetings <br /> Councilmember Willmus requested future discussion on City Council and Advisory <br /> Commission packet preparation and delivery for the general public on the City's website <br /> and through distribution to get materials and information out in a timelier manner. <br /> Councilmember Willmus requested a future policy discussion on where in the subdivi- <br /> sion process the discussion occurred on park dedication; and whether that discussion <br /> needed to occur earlier in the process. <br /> Councilmember McGehee, in a related request, noted the need to address green space and <br /> possible community gardens in residential developments. <br />
