Roseville has been using a categorization process to establish priorities vs. using a community <br /> vision which expresses outcomes that are of greater value to the public. <br /> An example: <br /> "Items in this category, if not funded are those that could potentially compromise the physical <br /> well-being of individuals or property."(2010-11 Budget Ranking Methodology) <br /> The above "priority" is exclusive to emergency services and may not be representative of the <br /> community vision or goals. <br /> A community vision priority might be: <br /> "Services essential to our community because they establish and maintain our quality of life, <br /> ensure the health and well-being of our citizens, and contribute to the economic and <br /> environmental well-being of Roseville."(Parks Master Plan) <br /> We can also look to vision 2025 and the 2030 Comprehensive Plan to determine community <br /> based budget priorities. <br /> An example: <br /> "Create an attractive, vibrant, and effective city with a high quality of life." <br /> "Provide appropriate funding to meet national standards for response times and services for <br /> fire, police, and emergency medical services."(vision 2025) <br /> Our budgeting priorities should be based upon the vision and goals of the community. If we <br /> had been budgeting based upon the goals and vision of the community,we would not see such <br /> a dramatic contrast between the community survey results and the 10% budget and levy <br /> reduction exercise. <br /> Bob Willmus <br />
