Thank you. <br /> I understand, having reviewed the minutes and staff report, the dilemma faced by Planning <br /> Commissioners, City Staff, and now you regarding approval of a request without all of the <br /> required documentation and approvals in place. I also understand that the project approval is <br /> contingent upon Ms. Bloom's judgement of supplied information (and that she judges in favor), <br /> without the full review and approval of the Planning Commissioners who are serving explicitly <br /> in that capacity. <br /> Although I respect Ms. Bloom's professional judgement, at the very least, I would have liked <br /> to see a full and complete statement in writing with the City Council packet from Ms. Bloom <br /> regarding reasons for her approval. Perhaps you received this in your report, but we did not. <br /> With this information, you would be able to verify and research any potential concerns prior <br /> to the vote on 4/11/11. I expect she will report on this at the meeting, however I can <br /> understand if that puts you in a difficult spot to make an informed decision. <br /> My first impression, upon reading the first few pages in the report, was much the same as <br /> reflected in the minutes of the commissioners towards the end. It seems incongruous to <br /> request approval of a project with insufficient evidence, indicating that city staff would <br /> make the determination of whether or not to suggest council members approve, essentially <br /> bypassing the commission process. I realize the 60 day period is one limiting factor, but <br /> 1 <br />
