First, I appreciate the applicant's challenge with having to upgrade storm water and sewer water drainage on the land to keep up-to-current-code, and I appreciate that we have such requirements. Thank you. I understand, having reviewed the minutes and staff report, the dilemma faced by Planning Commissioners, City Staff, and now you regarding approval of a request without all of the required documentation and approvals in place. I also understand that the project approval is contingent upon Ms. Bloom's judgement of supplied information (and that she judges in favor), without the full review and approval of the Planning Commissioners who are serving explicitly in that capacity. Although I respect Ms. Bloom's professional judgement, at the very least, I would have liked to see a full and complete statement in writing with the City Council packet from Ms. Bloom regarding reasons for her approval. Perhaps you received this in your report, but we did not. With this information, you would be able to verify and research any potential concerns prior to the vote on 4/11/11. I expect she will report on this at the meeting, however I can understand if that puts you in a difficult spot to make an informed decision. My first impression, upon reading the first few pages in the report, was much the same as reflected in the minutes of the commissioners towards the end. It seems incongruous to request approval of a project with insufficient evidence, indicating that city staff would make the determination of whether or not to suggest council members approve, essentially bypassing the commission process. I realize the 60 day period is one limiting factor, but 1
